This is the International Federation of Red Cross and Red Crescent Societies / American Red Cross operated project. We are currently tendering for the provision of *Consultancy on Integrated Coastal Management & Livelihood Restoration For Indonesia Coastal Community Resilience and Disaster Risk Reduction Project a collaboration between Palang Merah Indonesia (PMI) and American Red Cross with support from Office of Disaster
Assistance, United States Agency for International Development (OFDA/USAID)* and would like to request you to submit your proposal and best offer in *IDR *(Indonesian Rupiah) for the following as details of work:
*1) **Backgrounds and Objectives*
The consultant will responsible to provide technical assistance, facilitation and coaching for Integrated Coastal Management impact deepening/strengthening, follow up, continuation and expansion/replication and alternative skill development for coastal communities livelihood restoration to Indonesia Coastal Community Resilience and Disaster Risk Reduction Project that is implemented in Aceh Jaya, Cilacap, Demak, Batang, Mataram and Lombok Barat. This is a collaboration project between PMI-ARC-OFDA/USAID started in July 2015 to December 2017.
The consultant will responsible to provide technical assistance, facilitation and coaching for Integrated Coastal Management impact deepening/strengthening, follow up, continuation and expansion/replication and alternative skill development for coastal communities livelihood restoration to Indonesia Coastal Community Resilience and Disaster Risk Reduction Project that is implemented in Aceh Jaya, Cilacap, Demak, Batang, Mataram and Lombok Barat. This is a collaboration project between PMI-ARC-OFDA/USAID started in July 2015 to December 2017.
This project is continuation/extension (second phase) of previous Coastal Community Resilience & Disaster Risk Reduction Project implemented from October 2012 to June 2015.
The project is about to deepen and strengthen the previous project impact, expand and replicate the first phase project approaches and strategies to new target area, fill-in gaps of achievements, maintain and nurture results of previous project, enhance and refine strategies and approaches in the development alternative livelihood to restore social-economy condition of the coastal communities of targeted areas of the project is found to be important. In actualizing this, PMI and ARC need consultant services with scope of works below:
*Scope of work:* To provide expected scope of work as per the attachment of Annex I – Terms of Reference (ToR). The scopes of work in detail are as follow:
- To provide a technical support and assistance and coaching to PMI staffs, volunteers and community members in mangrove and coastal vegetation maintenance and conduct necessary replanting to ensure optimal condition of the coastal greenbelt area;
- To closely work with PMI staffs, volunteers and community members (especially those in charge in nursery management and operation) to enhance and improve management and operation system of nursery center in each village/community so that it could effectively support restoration and rehabilitation of coastal greenbelt and as source of alternative livelihood as well – an audit and assessment is required prior to this.
- To provide ‘refresher’ course/training to those PMI staffs and volunteers who have been participated in ICM and greenbelt training in the first phase project. Specifically, assist and facilitate those 15 PMI volunteers who have been trained as trainer of ICM training to train other PMI volunteers on ICM in the new project area (Demak and Batang Districts in Central Java Province).
- To assist and support PMI Chapters Staffs, Volunteers and like-minded stakeholders (DRR Forum) to further advocate the adoption and integration of Integrated Coastal Management Plan into District’s development plan;
- To assist, support, facilitate PMI Chapters Staffs, Volunteers, local communities and government in ensuring effective and executable local policies and regulations on the management and protection of coastal areas through, among others, policy and regulation acknowledgement and endorsement by higher level of government structures (District, Province and National).
- To provide and facilitate relevant training to community groups related to alternative livelihood development options particularly related to green sustainable activities. Prior to provide these relevant trainings, the consultant need to assess and audit effectiveness and impact of trainings that provided in the first phase of the project (identify what worked, what need to improve and/or modify);
- To provide Alternative Livelihood Design and Implementation (Include Potential Commodities, Product Development Strategy, Implementation Strategy and Field Activities Steps), priority is given to sustainable approaches in developing value chains and a special interest in identifying ways to connect PMI and communities to carbon credit. This might include carbon accounting, economic valuation of ecosystem, garnering information from other research organizations ( e.g. CIFOR, etc.) who have had experience in this.
- To develop research design, methodology and approach to calculate carbon emissions absorption for every hectare of rehabilitated coastal greenbelt.
- To develop and produce ICM lesson learned book, a compilation of project success stories, best practices, challenges, and constraints of project implementation.
- To strengthen and facilitate greenbelt institution base on local regulation
*Expected work plan and deliverables**. *Based upon the listed scope of work above, deliverables from consultant are including:
- Proposal including time line, method and analysis plan, and budget.
- Technical support and assistance to PMI on Integrated Coastal Management, which include community based greenbelt rehabilitation, consist of mangrove and coastal vegetation seedling nurseries and existing trees maintenance, replanting and nurturing as well as development and creation of alternative livelihood to improve social-economy condition of the coastal communities of targeted areas of the project, doe to conservation initiatives
- Promoted and advocated the local government on the adoption of Integrated Coastal Management Plan into district development plan and replication of the development of ICM plan and integration advocacy to new targeted districts
- Facilitated Training on Integrated Coastal Management to new project sites by PMI Staffs and Volunteers who have been trained as trainer of ICM in the previous project with budget, human resources and materials support from ARC and PMI
- Provided relevant training to community groups related to alternative livelihood development options particularly related to green sustainable activities with budget, human resources and materials support from ARC and PMI
- Provided Alternative Livelihood Design and Implementation (Include Potential Commodities, Product Development Strategy, Implementation Strategy and Field Activities) documents/report
- Facilitated link with relevant technical department in the implementation of Integrated Coastal Management Plan.
- Provided carbon emission absorption calculation report such as research design, methodology and approach to calculate carbon emissions absorption for every hectare of rehabilitated coastal greenbelt and carbon emission absorption calculation result reports.
- Developed and produce ICM Lesson Learned Book/Publication.
- Provided trip report for each monitoring and activity report conducted with standards report by ARC (Bahasa and English)

- **Consultant experience*: This section should highlight past experience of the consultant in conducting research, greenbelt intervention and approach as well as advocacy.
*b. **Work plan*: The proposal should clearly mention details of each and every activity including kind of preparatory work, training, meetings and visits. The time line and person(s) responsible for each activity needs to be clearly mentioned.
*c. **Field team*: Provide the number of team members needed for the proposed activity.
*d. **Training*: State who will be responsible for training, describe how training will be done, the topics covered, expected duration and logistic and administrative support needed from ARC.
*e. **Quality control mechanisms*: Provide a section detailing the mechanisms to ensure the quality and monitoring of the proposed activities including the monitoring of the greenbelt rehabilitation.
*f. **Proposed** two separated proposal budget, *which are 1). Consultancy fee and 2). Technical Service Fee (as per attachement of Annex 2. Template Quotation)
