MAMPU Program: Campaign Review and Design Strategy Team (Organisations only – not for an individual)
Background:
Australian
Aid’s gender program, Empowering Indonesian Women for Poverty Reduction
(MAMPU), aims to improve the welfare of poor women in Indonesia.
Despite significant reforms, critical public services do not always
reflect the needs of poor women, or are not accessible by poor women.
This situation has been exacerbated by government decentralization where
local governments are increasingly expected to deliver social services
for the poor despite generally weak capacity to do so.
Analysis
and consultations identified five thematic areas where reform would
make a significant difference for poor women and where there are
promising opportunities to achieve significant change:
- improving women’s access to government social protection programs
- increasing women’s access to jobs and removing workplace discrimination
- improving conditions for women’s overseas labor migration
- strengthening women’s leadership for better maternal and reproductive health
- strengthening women’s leadership to reduce violence against women.
The
MAMPU Program is managed by Cowater International. A team of technical
and operational staff from Cowater International is based in the MAMPU
office in Jakarta and works closely with MAMPU partners, DFAT, and the
program’s key counterpart in the Government of Indonesia – BAPPENAS
(National Development Planning Agency).
Under
theme 5, MAMPU supports the National Commission on Eliminating Violence
Against Women (referred to hereafter as ‘Komnas Perempuan’ or simply
‘the Commission’), the state body created through national legislation
in 1998 to address Violence Against Women (VAW) across Indonesia. Komnas
Perempuan’s MAMPU-funded work ultimately aims to contribute to better
access to services for women victims and survivors of violence. As set
out in the project design and workplan, Komnas Perempuan aim to achieve
this with
a campaign of public education and awareness-raising, direct service
delivery improvements, and advocacy directed at relevant sections of
government and parliament. MAMPU’s grant to Komnas Perempuan links
closely with a second MAMPU grant in theme 5 supporting 33
community-based providers to pilot and refine a model for better
services for victims and survivors of violence (Forum Pengada Layanan –
Forum for Service Providers).
Campaigns
are a major component of Komnas Perempuan’s MAMPU-funded work. Each
year, the Commission participates in or plays a major organising role in
Indonesian-wide, and more local campaigns to raise awareness and shift
attitudes concerning Violence Against Women (VAW) related issues.
Prominent among these is the ‘16 Days of Activism Against Gender-Based
Violence’ campaign (henceforth abbreviated to the ’16 Days Campaign’),
in which Komnas Perempuan plays an organising role.
The
16 Days Campaign is an international campaign that starts every year on
25 November (International Day for the Elimination of Violence against
Women) and ends on 10 December (Human Rights Day). The campaign aims to
raise awareness about gender-based violence as a human rights issue at
the local and national level. Organisers encourage community activists,
NGOs, businesses and governments to join a local campaign or lead their
own campaign focusing on a VAW-related issue. Komnas Perempuan has been
organising 16 Days Campaigns in Indonesia since 2001.
After
more than a decade of experience organising 16 Days Campaigns, the
Commission will undertake an evaluation of their efforts, focusing
primarily on identifying lessons from the last 5 years that can be
applied to improve subsequent campaigns.
The
Commission has identified a need for a small team of external experts
to assist with the review of previous campaigns and offer advice on
better campaign strategies in the future. The MAMPU Program, a partner
of Komnas Perempuan, has agreed to support this work in recognition of
the strategic importance of the campaign for the MAMPU-funded activities
and for the Commission’s work more broadly.
Duty Statement:
The
MAMPU Program will engage a Campaign Strategy team to assist Komnas
Perempuan to review previous campaigns and then provide advice for the
upcoming “16 Day Campaign” in November 2015.
The campaign strategy team should:
Work collaboratively with Komnas Perempuan;
Jointly review previous campaigns conducted by Komnas Perempuan;
In cooperation with Komnas Peremuan, address any lessons learned from previous campaigns;
Ensure future campaigns gain traction and have impact.
Develop
the capacity of Komnas Perempuan to review and evaluate their campaign
strategies in the future (this assignment should be viewed as a ‘learn
by doing’ opportunity for Komnas staff.

Qualifications Required
Required:
At least 10 years of experience in public relations, campaign strategy and planning;
Experience in market research and data analysis;
Excellent report writing skills;
Fluency in Bahasa Indonesia, working knowledge of English is considered an asset;
Experience in Indonesia essential.
Preferred
Familiarity with and practical experience in feminist modes of research;
Understanding of state body, CSOs, and networking issues
