International Gay and Lesbian Human Rights Commission Vacancy: Grants Administrator and Program Officer, Jakarta

Under the supervision of the Regional Program Coordinator for Asia and the Pacific Islands, the Grants Administrator and Project Officer will oversee grants to two Indonesian partners and work to advance lesbian, gay, bisexual, transgender, and intersex (LGBTI) rights in Indonesia. Building on prior IGLHRC work, the grants will focus on strengthening the capacity of organizations in the region to document human rights violations against LGBTI people and to advocate for change at regional, international and global human rights bodies. The Grants Administrator and Project Officer is an eighteen-month non-renewable full-time position to be based in Indonesia, preferably in Jakarta.

Primary Responsibilities 

Under the supervision of the Regional Program Coordinator for Asia and the Pacific Islands: 

(1) Grants Administration
  • Reviews grantee reports and supporting documentation to ensure compliance with funding agency guidelines. 
  • Collaborate with New York based accountants to secure timely submission of financial documents from the grantees to IGLHRC and from IGLHRC to the program funder.
  • Draft quarterly reports for funder.
  • Coordinate with key partners to develop and use solid Monitoring and Evaluation tools.
  • Regularly gather periodic Monitoring and Evaluation data for reporting purposes and support local partners in doing the same.
  • Develop and maintain close working relationships with identified grantees, and with relevant leaders in government, civil society and other funders, and promote coordination and cumulative learning among key stakeholders.
  • Provide technical assistance to grantees to ensure a supportive, educational process.
(2) Project Coordination:
  • Coordinate and implement four strategy workshops in Indonesia with IGLHRC’s in-country partners. 
  • Travel as requested by IGLHRC – within and outside Indonesia – in the context of furthering the objectives of the Indonesia project.
  • Support local IGLHRC consultants with a view to achieving deadlines in compliance with our Indonesia program funder and full implementation of program objectives.
  • Represent IGLHRC in advocacy meetings and with partners in Indonesia in the context of the Indonesia program.
  • Gather information from in-country partners regarding project progress, challenges, and unforeseen circumstances in order to regularly report on progress of Indonesia project to Regional Program Coordinator for Asia and the Pacific Islands and help troubleshoot. 
  • Draft press releases and other press materials as needed about developments in Indonesia in the context of the Indonesia project.

Qualifications
  • Experience working with government funding especially that of the United States is strongly preferred. 
  • Professional experience working on LGBTI human rights issues in Indonesia.
  • Proficiency in English and Bahasa Indonesia (both written and spoken).
  • Diplomacy and tactful communication.
  • Demonstrated experience working effectively as part of a team and with colleagues of diverse backgrounds and perspectives.
  • Willingness and ability to work in Indonesia.
  • Familiarity with philanthropy and nonprofit sector issues in the U.S. and developing countries preferred.
  • Advanced training in a relevant field preferred (Masters and equivalent).
