Background
The Coral Triangle Initiative on Coral Reefs, Fisheries, and Food Security (CTI-CFF) is a multilateral partnership of six countries working together to sustain extraordinary marine and coastal resources by addressing crucial issues such as food security, climate change and marine biodiversity. There is broad scientific consensus that the Coral Triangle represents a global epicenter of marine life abundance and diversity. Spanning only 1.6% of the planet’s oceans, the Coral Triangle region is home to the highest coral diversity in the world with 600 corals or 76% of the world’s known coral species. It contains the highest reef fish diversity on the planet with 2,500 or 37% of the world’s reef fish species concentrated in the area. It also a spawning and nursery ground for six species of threatened marine turtles, endangered fish and cetaceans such as tuna and blue whales. These unparalleled marine and coastal living resources provide significant benefits to the approximately 363 million people who reside in the Coral Triangle, as well as billions more outside the region. As a source of food, income and protection from severe weather events, the ongoing health of these ecosystems is critical.

The CTI-CFF Regional Secretariat is mandated to promote regional cooperation, sharing of lessons, and facilitate learning across the six Coral Triangle countries - Indonesia, Malaysia, Papua New Guinea Philippines, Solomon Islands and Timor-Leste. The Regional Secretariat also coordinates and monitors the progress in achieving the CTI-CFF Regional Plan of Action goals. Its main activities cover the following areas: organizational development, outreach and communication, regional coordination and mechanisms, technical and thematic working groups, development of key regional reports, and capacity development. It also serves as the main liaison and for all CTI-CFF official functions such as the annual CTI-CFF Senior Officials Meetings and the bi-annual CTI-CFF Ministerial Meetings.
The CTI-CFF Regional Plan of Action has five goals such as: (1) strengthening management of seascapes; (2) application of ecosystem approach to fisheries management; (3) developing and strengthening the management of marine protected areas; (4) implementing climate change adaptation measures; and (5) protecting threatened marine species. These goals are supported by clear sets of regional actions where priority activities are spelled out and coordinated through five thematic working groups (WGs). Each WG is composed of focal points who plays important roles in providing recommendations to the SOM, identifying priority actions, planning regional activities, developing thematic regional frameworks and tools, leading country-level implementation, reporting progress and overall thematic coordination with significant backstopping support from partners and the Regional Secretariat.
Job Mission
Manage and coordinate all aspects of CTI-CFF Technical Working Groups’ works including but not limited to planning, meetings, conference calls, correspondence, internal and external communication, documentation, report, etc.
Job Illustration
The TWG Coordinator is mainly responsible for:
1. Prepare concept notes and planning documents for all regional exchanges, training, Senior Official Meeting (SOM11)
2. Coordinate, facilitate and convene virtual meetings of the regional activity teams to plan and organize regional exchanges and training events.
3. Maintain, coordinate and facilitate interaction of members of the regional activity team in the workspaces set up for virtual coordination.
4. Assist and coordinate with the regional thematic working groups, regional secretariat and host governments in planning and organizing various CTI-CFF activities following the protocols and procedures set out for this purpose.
5. Coordinate with relevant regional organizations, partners and agencies to engage them into SOM11.
6. Coordinate with the national coordinating committees (NCCs) of Coral Triangle countries (CT6) in identifying participants according to the set criteria for certain regional events, in particular SOM11, preparing the necessary travel documents, conducting in-country technical preparations.
7. Prepare and organize knowledge products and other collateral materials to be used for the regional exchanges, trainings, SOM11.
8. Assist in setting up regular meetings and conference calls and documenting results thereof.
9. Assist the WG chairs and members in preparing, sharing and consolidating necessary documents such as but not limited to progress reports, work plans of priority actions, decision memos for consideration among others, including use of online and virtual information sharing tools.
10. Work with respective TWGs to facilitate confirmation of indicators, setup baseline measures and funnel country/TWG reports into the M&E database system for data storage and report generation.
11. Provide overall secretariat and administrative support services to the Technical Working Groups.
12. Provide facilitation and secretariat support to the CTI Local Government Network (CTI LGN) and the CTI Women’s Leadership Network (WLN) to ensure their activities are aligned with overall CTI-CFF regional priority actions.
13. Provide support as may be required by the Regional Secretariat i.e. preparation of reports, presentation materials, decision documents and the like.
Expected Outputs
- Well running and highly coordinated Technical Working Groups
- Regional Priority Actions and Activities effectively executed by the TWGS.
Coordination and Reporting
The Communications Specialist will report directly to the Executive Director of CTI-CFF Regional Secretariat in the daily implementation and completion of the services and deliverables outlined in TOR.
Competency Requirement
- Excellent facilitation skills
- Ability to deal with representatives of governments and partners
- Ability to provide backstopping support to the WG chairs and technical leads
- Good computer and information technology skills
- Event management and logistical support
- Ability to work independently as well as part of a team
- Strong interpersonal and communications skills

Period of Performance and Level of Effort
- Start: Immediate
- End: 5 (five) months after the contract signing
- Level of Effort: 40 hours per week
