TERMS OF REFERENCE
Learning, Monitoring and Evaluations Officer
 
1. Background
SNV Netherlands Development Organisation
 
SNV is a not-for-profit international development organisation. Founded in the Netherlands nearly 50 years ago, we have built a long-term, local presence in 38 of the poorest countries in Asia, Africa and Latin America. Our global team of local and international advisors work with local partners to equip communities, businesses and organisations with the tools, knowledge and connections they need to increase their incomes and gain access to basic services – empowering them to break the cycle of poverty and guide their own development. In Asia, SNV has country offices in Laos, Vietnam, Bhutan, Cambodia, Nepal, Indonesia and Bangladesh.
 
SNV is currently establishing a presence in Indonesia under the coordination of the Ministry of Home Affairs through the Directorate General of Regional Development.  SNV and the Directorate General of Regional Development have agreed to implement a program of cooperation for 3 (three) years.
 
Project Background
SNV is now seeking the services of an international or national consultant for monitoring and evaluation services of an anticipated multi-million 42 month national urban sanitation project (Urban Sanitation Development Program 2 of Indonesia 2015-2018) funded by the Kingdom of the Netherlands. 

2. Scope of Work  
  1. Support 10 key experts and 10 provincial officers covering 10 provinces and up to 100 cities to achieve project targets through the dissemination of knowledge products for capacity building:
    • Templates and modules as elaborated and implemented in the 10 provinces will be packaged dissemination to other provinces and LG units in a timely manner 
    • Guidelines and outputs that will be spread to the 10 provinces
    • Specific capacity building knowledge products in the fields of accelerated implementation and sustainability
    • Seminars on relevant issues
  1. Support 10 key experts and 10 provincial officers covering 10 provinces and up to 100 cities to train local government officials and national ministry work units to effectively use NAWASIS MIS.
  2. Support co-team leader and finance officer to submit reports to donor: 
    • Work in collaboration with main government counterpart institution to collect data on progress of achieving project results and deliverables (Ministry of Home Affairs, Ministry of Public Works, Ministry of Health, Bappenas and local government work units). 
    • Supervise all program progress by monitoring targets and overall project results and deliverables agreed with donor and GoI using NAWASIS MIS system;
    • Write and submit M&E aspects of quarterly report 
    • Write and submit M&E aspects of annual review and final reports
  1. Monitoring and evaluation of pilot projects:
    • Design monitoring and evaluation plan for pilots and innovative modalities in the field of improved waste water management, drainage as solid waste management infrastructure and fecal sludge management 
    • Support baseline, mid-term and end line impact evaluations (supervise subcontractor, review interview protocol, sampling and perform quality checks, etc.) 
    • Data management, preliminary data analysis of pilot project data sets, and summarize findings for the submission of evaluation reports 
    • May require training users in use of M&E tools, including organisation’s outcomes and impact reporting online MIS, Akvo FLOW (mobile data collection), and other aspects of survey collection
 3. Personnel
The assignment is to cover 1 FT person.
4. Time schedule
42 months from August 1, 2015 to December 31, 2018
5. Selection Criteria
  • Relevant university degree in Mathematics, Finance, Economics, Social Sciences, Public Policy or other relevant field required
  • At least 5 years’ experience in project-based work, with at least 3 years’ experience support to project managers to submit donor/client reports required
  • Excellent writing skills in English required
  • Significant experience creating M&E plans, including results chain, theory of change, log frames required
  • Demonstrates proven project management skills to implement M&E plan in a timely and quality manner
  • Experience analyzing large data sets and advanced statistical methods preferred
  • Good understanding of how to conduct rapid process evaluations
  • Knowledge of STATA and SPSS required
  • Good handle of English and Indonesian
  • Critical thinking and good report writing skills appreciated
  • Knowledge of NAWASIS, a plus
  • Knowledge of water, sanitation and hygiene, a plus
