Monitoring, Evaluation
and Learning Officer – Restoring Coastal Livelihood Project
Job Purpose:
Prepare and Implement the monitoring & evaluation strategy and plan of Restoring Coastal Livelihood project, with the project team, under the supervision of the project manager, to ensure that the programme is successful in the aims outlined in the agreed Oxfam and CIDA project implementation plans

Key Responsibility:
Monitoring and Evaluation
- Design, plan, coordinate, implement and analyse baseline/midline/and other surveys in a gender sensitive way and according to the approved workplan
- Ensure that all MEL activities are carried out in away that is sensitive to community needs, promotes women empowerment and gender equality.
- Undertake planned monitoring and technical support visits to partners to assess progress against approved M&E Plan
- Provide feedback to project team and partners, based on monitoring, to make immediate changes/improvements to strengthen project impact
- Provision of technical advice for the revision of performance indicators.
Reporting and information management
- Collect monitoring and evaluation information in good time to assist in the preparation of donor reports
- Plan, conduct and document annual project reviews, Mid Term Reviews and Final Evaluation and attach to the project in OPAL
- Assist with the analysis of progress reports received from project staff and partners to monitor the progress of the project.
- Work with the media and communications officer to produce a variety of written documents for internal and external dissemination such special reports, papers, charts, handbooks and evidence based advocacy materials etc.
Learning
- Plan and implement a learning strategy to include bringing learning into the project as well as sharing learning.
- Document and disseminate best practices and lessons learnt to as wide an audience as possible.
- Conducts and disseminates literature reviews, secondary data analysis, and synthesis for papers, proposals, and presentations, as appropriate
- Plan
and participate in regular presentation of progress of the project to key
stakeholders
