Tetra Tech ARD, headquartered in Burlington, Vermont
is currently accepting expressions of interest from qualified
candidates for a potential Resource Rights, Governance & Policy
Reform Specialist position on a USAID funded program in Indonesia. The
program, known as SOROT, will address the market forces, financial
incentives, policy levers, and social norms and values that drive
deforestation and biodiversity loss in Indonesia. SOROT will
subsequently promote enduring changes in individual and organizational
behavior in order to reduce greenhouse gas (GHG) emissions and conserve
valuable marine and terrestrial biodiversity across Indonesia.
The Resource Rights, Governance & Policy Reform Specialist will advise and support the Chief of Party in the development and implementation of a comprehensive strategy for improving national level land use governance instruments and systems through the policy, legislative, and regulatory frameworks. He or she will collaborate with and build upon the efforts of a host of other Government of Indonesia, USG, internationally-assisted and civil society activities. He or she lead activities related to the reform of policies, laws, implementing regulations, guidance and practice. The position will be full time and based in Jakarta.

Qualifications:
- Degree in business administration, public policy or a related field; Master’s degree preferred;
- Minimum 5 years’ professional experience in effective public policy development or reform, the design and institution of administrative reforms and information systems, institutional strengthening, and coalition building, preferably in the environmental sector;
- Demonstrated understanding of how to affect change within the Indonesian governance and policy system.
- Proficiency in Bahasa Indonesia and English required;
- An understanding of Indonesian political practices, as well as the country’s culture and norms;
- Qualified Indonesian nationals strongly encouraged to apply.
