As an
international cooperation enterprise for sustainable development with worldwide
operations, the German government-owned Deutsche Gesellschaft für
Internationale Zusammenarbeit (GIZ) GmbH operates on behalf of
German Ministries, the governments of other countries and international
clients.
Under
ASEAN-German cooperation, we are currently recruiting an Indonesian national to
support ASEAN Secretariat in coordination and implementation of the relevant
ASEAN German projects, implemented by GIZ.
Background
As guided
by the ASEAN Charter and the Roadmap for an ASEAN Community, ASEAN is envisaged
to become a regional community in 2015, comprising ASEAN Economic Community
(AEC), ASEAN Socio-Cultural Community (ASCC), and ASEAN Political and Security
Community (APSC). Full implementation of an ASEAN Community, particularly the
AEC cannot be regarded as the ultimate goal. A central challenge of the 'ASEAN
post-2015 process’ will be to formulate strategies, goals and key values
conducive to long-term regional integration, specifically in the food,
agriculture and forestry (FAF) sectors, and to create corresponding structures
to support implementation.
In many
ASEAN Member States (AMS), the FAF sectors is the most important economic
sector, and as such they have a crucial role to play in the process of economic
integration ad the eventual ASEAN Community. The result of which will ensure
long-term food security in a region that is resilient to impacts of climate
change and is characterised by rapid population growth, and will create jobs
along agricultural value chains.
Considering
its existing structure and current capacity, ASEAN needs to establish technical
and institutional structures that have the necessary expertise to effectively
support and advance the post-2015 process. To create the framework conditions
for establishing a strong FAF industry and ensuring its long-term
competitiveness, ASEAN structure and bodies relating to FAF as well as regional
cooperation and coordination among national agricultural institutions and
stakeholders (i.e. private sector, civil society, academic and research
institutions, etc.) must be further intensified and the technical and
institutional implementation capacities strengthened in the streamlined ASEAN
structures.
Along
this line, GIZ through ASEAN-German cooperation has been provided support to
ASEAN, specifically the Ad-hoc Taskforce on Developing New Vision on Food,
Agriculture and Forestry (ATF-FAF) towards 2025 and the ASEAN Secretariat.
Support includes inputs in the development of new vision for FAF as well as
conduct of study in strengthening regional coordination mechanism on FAF. It
should also be noted that other support is also given to ASEAN from ASEAN
Regional Integration Support by EU (ARISE) in streamlining the ASEAN structure
and bodies under ASEAN Ministers for Agriculture and Forestry (AMAF).
The Regional Advisor on Support to ASEAN Secretariat in
coordination and implementation the relevant ASEAN German projects implemented
by GIZ to be stationed in Jakarta, Indonesia is considered as part of GIZ
support to ASEAN and ASEAN Secretariat in facilitating coordinated inputs .
Roles and Responsibilities
- To assist the GIZ in strengthening coordination and implementation of the ASEAN German projects with ASEAN, implemented by GIZ;
- To work under GIZ supervision to support the preparation of the Study on Strengthening Regional Coordination Mechanism for FAF as part of streamlining study;
- To provide updates and advice to GIZ on areas of further support to ASEAN in strengthening coordination and implementation mechanism of ASEAN projects on food, agriculture and forestry;
- To perform such other tasks deemed relevant to the above responsibilities as assigned by the ASEC and GIZ.
Working and Educational
Qualifications
- Education: Masters/MSc degree in an area that is relevant to achieve the above roles and responsibilities (e.g.: international development, agriculture, agricultural economics, social science, etc.);
- Experience: Five years of experience in regional cooperation in agriculture.
- Professionalism: Professional competence and mastery of subject matter, is conscientious and efficient in meeting commitments, observing deadlines and achieving results with accountability;
- Communication and negotiation skills: Ability to communicate effectively orally and in writing. Listens to others, correctly interprets messages from others and responds appropriately. Possesses knowledge-based sensitivity and persistency in convincing stakeholders;
- Networking: Experience in networking with development partners and stakeholders in food, agriculture and/or forestry sectors.
- Ethical standards: Committed to the highest ethical standards in furtherance of his/her mission and the spirit of ASEAN-German cooperation.
- Language: Excellent written and oral knowledge of English language, knowledge of one or more of the other regional languages will be an asset; and
- Other requirements: Good interpersonal and intercultural skills in working with various partners from different countries, and working knowledge of ITC technologies and computer applications.
This will be a fixed-term contract, starting as
soon as possible and running until December 2015
