A. Responsibilities
- Deals with all questions arising in this area
- Is the central contact for management and staff for all HR questions, specifically recruitment and selection, contract issues and professional development measures
- Is responsible for implementing HR procedures as required, specifically operational and administrative tasks
- Is responsible for managing the database of all NP, evaluates the data and provide with statistical data upon request
- Further developing instruments and assisting in introducing innovation and change
- Managing knowledge by disseminating and documenting know-how, experience and information
The
HR
professional performs the following tasks:
B. Tasks
- Learning-Development
In
consultation with the manager, the
HR professional coordinates the key HR processes, including:
- Evaluation of staff evaluation forms
- Based on the evaluation develop further training and measures for competence development of NP in accordance with the national personnel policy
- In coordination with the manager develop a yearly training offer according to the assessed needs of NP and assist in the implementation
- Implements HRM for national personnel (e.g. enters competences, plans availability for assignment, considers staff for vacancies, organizes and implements professional development measures)
- Plans and organizes training measures including producing materials or planning rooms for trainings for staff
- Update training materials if necessary
2. Personnel Recruitment
- Advises managers on drawing up requirement profiles and formulates appropriate job description in consultation with them.
- Grades positions together with the manager based on the profiles developed and sets benchmarks values for appropriate remuneration levels in individual cases
- Searches for suitable staff in accordance with the requirements for the positions (identifies existing GIZ HR resources in the country and/or region, writes job advertisements and ensure publication In appropriate print and/or online media)
- Evaluates applications received and shortlists candidates on the basis of the requirements or hiring criteria, obtains references, and conducts preliminary discussions
- Organizes the selection process (e.g. interviews)
- Notifies unsuccessful applicants, documents the selection process, archives the documentation and enters the data in existing HRM systems
3. Conditions of employment and
HR support
- Determines the appropriate contract based on national labor law and the material and formal conditions (limited/unlimited employment contract, distinction from appraiser contract, internship, etc.)
- Prepares the employment contract on the basis of the standard GIZ contract, local hiring conditions and the contents of advertisement
- Deals with all other organizational and administrative processing stages, e.g. monthly update of entries in SAP HR application of national personnel
- In consultation with the HR Manager maintains information on employment conditions for national personnel (compensation system, salary groups, model job descriptions, labor law, etc.), updates this and informs managers
- Ensure the payroll functions smoothly
- Writes and updates the employment handbook with relevant documents on current hiring conditions. In this context, he/she consults a lawyer specializing in labor law
- Develop human resources instruments and procedures in consultations with the Manager and assist in their implementation

- Performs other duties and tasks at the request of management

Required qualifications, competences and experience Qualifications
- BA/MSc in business administration, university degree In law or sociology (with focus on HR management) or comparable degree
Professional
experience
- At least 3 years professional experience in a comparable positionOther knowledge, additional competences
- Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office, SAP)
- Familiar with HR procedures
- Good knowledge of national labor and social law
- Experience on advising on HR issues, especially in the HR development procedures and measures
- Very good knowledge of English, German language would be an asset
- Strictly confidential handling of all HR issues
- Willingness to upskill as required by the tasks to be performed - corresponding measures are agreed with management
