Marine Governance Junior Specialist - Indonesia

Chemonics International Inc. seeks a Marine Governance Junior Specialist for the USAID-funded Indonesia Marine and Climate Support (IMACS) project. IMACS is the major USAID assistance program supporting the Indonesian Ministry of Marine Affairs and Fisheries (MMAF) with implementation of its five-year strategic plan (rencana strategis, RENSTRA)(2010-2014) and providing assistance in relation to the next five-year strategic plan. IMACS is designed to support the Government of Indonesia’s (GOI) efforts to restore and enhance ecosystem productivity, biodiversity, and resilience for food and economic security; and increase the resilience of natural ecosystems and coastal communities to adapt to climate change and reduce risks from disasters.

One of the components of the IMACS Project, Task 1, focuses on increasing institutional capacity within MMAF; promotion of integrated approaches to fisheries management; adoption of balanced approaches to use of coastal/marine resources; and increased enforcement of regulations. Priorities include improving: policy formulation based on effective data management and analysis; decentralized operations; integrated planning; public outreach campaigns to engage resource users and the Indonesian people; and extension services.

For the final six months of the project, Task 1 activities center on two themes: facilitating dialogue on illegal, unregulated, and unreported (IUU) fishing; and completing activities supporting the implementation of MMAF’s 2015-2019 RENSTRA.

The objective of this assignment is to ensure that its Institutional Development (Task 1) component activities are delivered on time and ensure that project progress is accurately tracked, communicated to, and coordinated with partners. This short-term assignment will be based in Jakarta, Indonesia, and will take place from April 27, 2015 to August 28, 2015. The anticipated level of effort is full-time, five days per week for the duration of the assignment.

Responsibilities
The Marine Governance Junior Specialist will complete the following tasks:
  • Coordinate managerial and administrative tasks under Task 1, including managing the Task 1 technical activities schedule/calendar and tracking its progress; coordinating deadlines for STTA deliverables; working with the IMACS training team to help coordinate Task 1-related focus group discussions, workshops, and other events; assist in the development of terms of reference for technical activities and scopes of work for technical assistance;
  • In consultation with the Institutional Development/Governance Advisor, maintain effective coordination with consultants and external partners, and ensure that progress milestones and deliverables are on schedule;
  • Coordinate with IMACS Operations Manager and IMACS Monitoring and Information Specialist to ensure that short term technical assistance (STTA) and other deliverables are archived and performance indicators recorded in accordance with project polices;
  • Collect data and other information relevant to technical activities and monitoring and evaluation indicators;
  • Manage and maintain Task 1-related project trackers, and ensure these are up-to-date at all times;
  • Support in review and providing technical inputs on policy analysis documents from the marine and fisheries perspective;
  • In consultation with the Institutional Development/Governance Advisor, develop occasional progress updates and reports, and deliver occasional progress updates and briefings to IMACS Chief of Party, IMACS team members, and/or external partners;
  • Assist the Institutional Development/Governance Advisor to prepare several final reports on activities completed over the duration of the project, and other reports as needed.
Qualifications:
  • Master’s Degree in marine governance or related field
  • Minimum 3 (three) years practical experience working in the marine and fisheries sector or similar experience preferably in non-government organisation,  private sector or government agency
  • Good communication and interpersonal skills, ability to liaise with NGOs, partners and government officials
  • Familiarity with the Ministry of Marine Affairs and Fisheries (MMAF) organizational structure
  • Experience in successful project management, coordination and managing progress in completion of deliverables under contract
  • Detail-oriented, ability to multi-task and organize, work productively and efficiently, and time management and task prioritization in a fast-paced environment
  • Proficient in Microsoft Office (PowerPoint, Words and Excel)
  • Excellent reading and writing skills in Bahasa Indonesia and English required
