Needs and Objectives
The goal
of this project is to further advance ASEAN
Connectivity and support the post-2015 ASEAN Vision.
The outcome expected of this project
is that at the start of 2016, ACCC is able to program and manage post-2015
activities supporting ASEAN connectivity based on evidence and best practice,
and through a strategic and measured,
pragmatic, achievable, and comprehensive approach.
Qualifications
In its proposal the bidder should
demonstrate experience in:
- Thorough understanding and in-depth knowledge of ASEAN, ASEAN Community and ASEAN Connectivity;
- Thorough understanding of the emerging trends and recent developments in ASEAN that are relevant to Connectivity;
- Proven track record in developing or enhancing international institutional and regulatory frameworks;
- Proven track record in brokering cross-sectoral international/regional partnerships particularly those between public and private sector;
- Proven track record in developing participatory strategic plans/master plans through facilitation and negotiation with high-level government officials, bilateral and multilateral institutions, civil society and NGOs across different sectors;
- Proven track record on conducting performance/progress review on the implementation of a strategic plan/master plan at regional level;
- Extensive industry experience in sectors relevant to Connectivity such as transport, communications, energy, tourism, human resource development as well as trade and investment;
- Extensive knowledge and experience in project management and monitoring and evaluation;
- Experience working with the ASEAN Secretariat and/or AADCPII will be considered added value.
