WorldFish , a member of the CGIAR Consortium, is an international, nonprofit research organization. CGIAR is a global partnership that unites organizations engaged in research for a food secure future. CGIAR research is dedicated to reducing rural poverty, increasing food security, improving human health and nutrition, and ensuring more sustainable management of natural resources. It is carried out by the 15 centers who are members of the CGIAR Consortium in close collaboration with hundreds of partner organizations, including national and regional research institutes, civil society organizations, academia, and the private sector.

HEAD OF ORGANIZATION DEVELOPMENT
(Penang, Malaysia)

Background:
As WorldFish continues to grow and deliver the research results through the CGIAR Research Programs (CRPs), we remain committed to our people to support their personal development and growth. As such, we seek a dynamic and innovative Head of Organization Development (OD) to work alongside the Director of People and Organization Development to lead the learning, development and capacity building with a focus on a broad range of institutional capacities including science quality. Key to this position is leadership of global projects, a commitment to measurable improvements in science quality, the courage to innovate and a passion for data driven institutional performance improvement.

Key responsibilities:
  • In partnership with the Research Director, develop and implement capacity building initiatives that contribute to Science Quality improvement strategy; incorporate innovative approaches and establish robust monitoring and evaluation (M&E) systems including assessment of needs and evidenced tracking of performance improvement
  • Partner with CRPs and major programs to design and execute targeted 3-5 year capacity building initiatives that connect and integrate program partners at all levels and aligned with overarching science quality capacity building strategy
  • Co-ordinate documentation of lessons learned and reporting on progress being made against capacity building/development targets
  • Design and lead a WorldFish learning strategy, with a strong focus on Leadership Development, Management strengthening and organisational effectiveness and incorporating a range of learning approaches including e-learning
  • Partner and work closely with senior staff across the Center to support capacity building needs
  • Deliver targeted learning interventions, including workshops and coaching, while exploring opportunities to expand interventions to partner organisations where appropriate
  • Identify and lead global projects that enhance organisational effectiveness and deliver measurable performance improvements
  • Partner with the Head of People Strategies in leadership of cross-cutting talent management projects including succession management
  • Lead the OD team and a core group of OD consultants, and collaborate closely with the HR team
  • Contribute to WorldFish leadership forums and other leadership groups across the CGIAR system and with partners
Essential skills and qualifications:
  • At least a Master’s degree in Social Science, Education or related field
  • Minimum 5 years’ experience in an equivalent leadership role
  • Ability to design capacity building strategies and initiatives, and develop leadership and other competencies/skills via coaching, workshop facilitation and other learning channels
  • A strong grasp of M&E for learning and development, ability to quantify return of investment (ROI) for institutional investments aligned with people strategy
  • A mission driven approach to capacity development in a global organisation, with experience living and working in at Africa and Asia
  • Good understanding of change management principles, innovative, willing to step out of the box and take risks with unique approaches
  • Ability to work with different cultures, across boundaries and at all levels
  • Ability to understand and interpret both strategic and operational issues while getting ‘hands on’ in the field
  • Confident and clear communication skills, with an ability to transmit key messages in many appropriate ways
  • Excellent interpersonal and networking skills and ability to build strong relationship with stakeholders and colleagues
  • Willing to travel extensively
Desired skills and abilities:
  • Coaching qualification and experience
  • Accreditation in psychometric tools
  • Exposure to a research science institute or academic institution, with understanding of a Research in Development (RinD) approach
  • Experience working in a development organization
Our offer
This position will be based in Penang, Malaysia. The initial employment contract will be for a three-year term, with possibility of renewal.
