Rural Sanitation Programme "Supporting STBM in Lampung Province"

SNV recognizes the enormous economic and social potential of improving sanitation and hygiene in Indonesia. Benefits include improved health, reduced risk of disease and increased productivity and income for millions of families.
 
Despite the country’s rapid economic progress, 100 million people don’t have access to a clean, working toilet and over 15% of deaths in children under five are from diarrhea. Acknowledging that access to improved sanitation is a basic human right, the government of Indonesia is working towards the United Nations Millennium Development goals through its National Strategy for Community-based Total Sanitation (STBM) program to improve sanitation and hygiene coverage in rural areas from 38.5% to 55.5% by 2015. STBM promotes community-wide achievement of five key pillars in hygiene behaviour: to stop open defecation;  to wash hands with soap;  to safely handle drinking water and food;  and to safely manage both solid and domestic liquid waste.
 
SNV’s strategy is to assist and work with the Government to implement STBM in targeted high needs areas where we can provide the most impact. A key learning from our experience working on WASH programs in more than 22 countries is the need to embed demand creation and sanitation marketing in longer-term processes that develop sustainable service delivery models at scale. 
 
Our capacity building approach will be used to support local government in rural areas to lead and accelerate progress towards district-wide sanitation coverage with a focus on institutional sustainability and learning. The integrated model will combine demand creation, sanitation supply chain (SSC) strengthening, hygiene behavioral change communication (BCC) and governance.
 
Supported by the Netherlands Ministry of Foreign Affairs, the overall goal of the project ‘Supporting STMB in Lampung Province’  is to build local implementation capacity by developing and consolidating the service delivery model through on-the-job training, coaching, and structured learning to improve sanitation service delivery. The project aims to improve the health and quality of life for 154,000 people living in the districts of Lampung Selatan, Tanggamus and Pringsewu. All are in the Province of Lampung. Specifically, the program contributes to the Local Government (LG) goal to achieve 100% Universal Access of Sanitation by 2019.
 
To implement the project, SNV is seeking for a dynamic and experienced development professional to provide strategic, programmatic and operational leadership to the rural sanitation programme “Supporting STBM in the Lampung Province”. The position requires excellent leadership, management and relationship-building skills. Ability to plan, monitor, evaluate and demonstrate the impact of the programme is essential. Experience in team management in the context of multi-cultural, international organizations is also required. The candidate should have a strong background in WASH issues and in particular a good knowledge of demand driven sanitation approaches.
 
The Programme Leader will work closely with district, provincial and national level Government institutions, as well as with international donors. The Programme Leader will manage a team of highly qualified advisors and administration staff and will report directly to the WASH Sector Leader in Indonesia.
 
Purpose of the Job

Lead and manage the planning, inception, implementation, closing and workforce of the project within scope, budget, timeline and acceptable quality levels along the commitments specified in the contract signed with the donor, in line with SNV standards, SNV`s approach to Project Management and donor regulations in order to achieve high quality and timely the agreed results and deliverables of the project.

Roles and Responsibilities
  • Manage the overall implementation of the program and ensure quality of deliverables 
  • Manage relations with national, provincial and district partners
  • Ensure coordination and alignment of the Rural Sanitation Programme with related official programmes and priorities
  • Supervise an effective and efficient use of the programme resources ensuring complete budget depletion.
  • Ensure all activities are implemented with focus on achieving impact targets and sustainable outcome results. 
  • Manage, support and evaluate the rural team’s overall performance 
  • Confirm uniform practice of planning, monitoring, reporting and evaluation, improving progress monitoring, in line with SNV’s Monitoring for Results (MfR) framework. 
  • Proactively contribute to identification of strategic funding partners and funding opportunities. 
  • Profile and position SNV among key WASH actors (government, donors and development partners) with intention of sector development in the country.
  • Participate in internal and external sector networks; promote the participation of SNV in knowledge events and promote learning. 
  • Contribute to documentation and publication of WASH sector knowledge at country and regional level.
Candidate profile
  • Bachelor or Masters degree in related field;
  • At least 7 years of experience in an equivalent position in an international development organisation.
  • Proven leadership skills and experience of line managing large teams
  • Experience in, and a commitment to, participatory development and evidence based programming
  • Substantial experience of the financial management of budgets over US$ 1 million, including preparing financial projections, general financial management and reporting
  • Knowledge and experience in the WASH sector, notably with Rural Sanitation approaches
  • Knowledge and skills in project planning, implementation, and monitoring and evaluation (M&E);
  • Proven expertise of leading in fundraising, seeking and securing new donors, successful proposal writing
  • Evidence of understanding the challenges of donor and contract management
  • Excellent time management skills and ability to comply with agreed deadlines
  • Experience working with local communities and government agencies at national, provincial, and local levels;
  • Advanced facilitation, communication and negotiation skills
  • Ability to work independently and with the team
  • Excellent command of spoken and written English
  • Good computer skills (Ms. Word, Ms. Excel, Ms. Power Point, Internet and E-mail)
Duty station: Jakarta, with frequent travels to Lampung Province, including to Bandar Lampung and the districts of Lampung Selatan, Pringsewu and Tanggamus.

Contract duration: 1 year with the possibility of extension.
