Program Manager - Central Kalimantan - Provincial Support, Indonesia

The Global Green Growth Institute (GGGI) is looking to hire a Program Manager with expertise in natural resource management, climate change, sustainability and forest policy in order to oversee their Provincial Support program in Indonesia. This component of GGGI’s Indonesia program will focus primarily in Central Kalimantan.

GGGI is an international organization founded in June 2010. GGGI is dedicated to pioneering and diffusing a new model of economic growth, known as “green growth”. This simultaneously targets key aspects of economic performance, such as poverty reduction, job creation, social inclusion and those of environmental sustainability such as mitigation of climate change and security of access to clean water. GGGI’s approach is particularly suited to developing countries because it starts from broad-based progress in living standards and growth.

Role Description
GGGI is offering a position within a varied and dynamic team, with the post holder will be responsible for managing the ‘Central Kalimantan’ component of the Indonesia Program, which runs in parallel to GGGI’s other components. While it will be candidate’s responsibility to provide leadership and strategic vision to the ‘Central Kalimantan’ component. The post holder will work closely with the external consultants and internal staff to ensure the delivery of high-quality and timely technical support, to ensure consistency and integration between the national and local levels of the Indonesia program, while guaranteeing alignment to GGGI's overall vision. 
  • Focal point to Central Kalimantan government counterpart and maintain effective relationship. 
  • Maintain effective relationships with counterparts in Central Kalimantan’s District Levels, especially for Murung Raya and Pulang Pisau. 
  • Manage stakeholder engagement at provincial level in Central Kalimantan and provide technical inputs 
  • Develop clear mandate (ToR and joint work plan) for GGGI's Phase 2 work with Central Kalimantan province. 
  • Ensure effective knowledge sharing at provincial level. 
  • Develop and agree a joint work plan for Phase 1 extension with Central Kalimantan counterparts. 
Qualifications and ExperienceAll applicants must hold exemplary and relevant academic credentials, and ideally hold a post-graduate degree in a relevant subject from a leading academic institution. Individuals will also have substantial work experience in a relevant field in Indonesia and, preferably, Central Kalimantan. 

Other key skills and capabilities will include: 
  • University degree in Natural Resource Management, Environment/Ecological Economics, Forestry or a related field; 
  • Over 8 years’ experience in this field of which at least three to five years’ experience in Indonesia developing and fostering strong relationships with key government institutions, especially at the provincial level (and ideally in Central and/or East Kalimantan); 
  • Exceptional synthesis and strategic thinking skills in the areas of expertise relevant to GGGI and, in particular, REDD+, forestry and agriculture, valuation of ecosystem services etc.; 
  • Broad knowledge of climate finance, international climate policy, REDD+, carbon markets and the social and environmental safeguard criteria related to REDD+; 
  • Broad knowledge on the required enabling environment to ensure a successful REDD+ program as well as the challenges and opportunities facing REDD+; 
  • Familiar with provincial REDD+ and climate strategies, Indonesia’s national REDD+ Strategy and other related government plans at national and sub-national levels; 
  • Recognized leadership in developing and implementing development policies and strategies on the ground, including public administration to plan for and implement economic development policies and projects; 
  • Demonstrated capacity for strategic thinking and facilitating in-depth and effective stakeholder dialogues and consultations on multi-disciplinary issues and across sectors, while maintaining a strong sense of realism with regard to country conditions; 
  • Demonstrated ability to garner support from a diverse range of stakeholders to ensure local ownership of the various analytical results of the assessments; 
  • Flexibility, responsiveness, and ability to manage multiple activities to tight deadlines, and with demonstrated ability to lead and work in multidisciplinary teams; outstanding stakeholder engagement, client relationship, and consensus building skills; 
  • Have a wide network across global and Indonesian academic research institutions as well as NGOs and government bodies on climate policy and economic development; 
  • A track record of delivery of complex programs, with multi-stakeholder management in Indonesia;   
  • Effective and efficient operational and organizational skills – project management and project coordination experience;   
  • Ability to communicate complex economic and policy issues in a clear and simple way to a diverse audience;  
  • Multi-cultural literacy and easily adaptable;   
  • Actively seeks and considers diverse ideas and approaches and ability to work as part of a team;  
  • Experience of working in an international organization is a benefit although not essential 
  • Strong oral and written English and Bahasa Indonesia are both essential.
This is a 9 months contract with the potential to extend. The successful candidate will have prior experience supporting multiple people, work well under pressure and have a flexible approach to working.
