Conservation International Indonesia (CII) is currently looking for highly qualified candidates to fill the Bird Head Seascape (BHS) Secretariat Manager position for our project based in Manokwari-Papua, Indonesia.

Job Summary:
The BHS Secretariat Manger is a senior level position, which will be the head of the BHS Secretariat office based in Manokwari, Papua Barat. Working closely with the BHS Secretariat Senior Papua Marine Policy Advisor, the secretariat manager position will be focused on strengthening and building partnerships with the provincial government and other important stakeholder groups as well as providing technical inputs on provincial level spatial planning and natural resource management decision-making processes. The specialist will help track government policies, legislation and decisions, as well as new partnership opportunities, that can or will directly affect conservation goals and objectives of the Bird’s Head Seascape marine conservation initiative and will keep the Senior Advisor, Marine Program Director, Bird’s Head Seascape Secretariat Executive Team and the BHS program/site managers informed of any such development. This position will include managerial responsibilities including managing a small staff and the BHS secretariat budget.

Responbility:
  • In close coordination with the Senior Papua Marine Policy Advisor, build meaningful alliances with all important conservation stakeholders at the provincial/seascape level, including governmental agencies and the Papuan people’s parliament (MRP), Adat and religious leaders, universities, local NGOs, and the private sector. Keep these stakeholders informed of and engaged in seascape management initiatives and provide strategic technical input when required. 
  • Support close coordination between the three primary implementing partners (CI, TNC, and WWF), by providing regular updates on success and challenges within the network and facilitating opportunities for learning across the network such as planning the BHS secretariat executive team quarterly meetings and the annual BHS meeting.
  • As required, provide Jakarta-based Marine Policy Specialists and Coral Triangle Initiative representatives with updates and information on BHS initiative and help ensure that national-level initiatives take into account and are beneficial to the BHS initiative.
  • Manage the BHS Secretariat office, including supervising and supporting secretariat staff (with the exception of the Senior Papuan Policy Advisor) and manage the secretariat budget Proactively identify key program and themes areas for evaluation and analysis.
Minimum Required Qualifications:
  • Minimum of an undergraduate degree in environmental management, marine policy or spatial planning required, with 5-10 years’ experience working within conservation programs and interacting with provincial-level government officials.
  • Fluent in English (speaking, reading and writing)
  • Strong in leadership and interpersonal skills and able to interact and engage with the full range of important provincial-level Papuan stakeholders, from government officials to university, NGO and Adat leaders.
  • Knowledgeable in natural resource management
  • Knowledgeable and capable in policy and advocacy for sustainable marine resource use in an era of decentralization of natural resources management.
  • Demonstrated ability to manage budgets
  • Experience in advocating issues
  • Experience in partnership building and facilitation
  • Able to write reports in English and Indonesian
  • Experience working and living in Papua strongly preferred.
  • Graduate level degree in relevant field preferred.
