Chemonics International Inc. seeks a Socio-Economic
Policy Impact Analysis Specialist for the USAID-funded Indonesia
Marine and Climate Support (IMACS) project, currently in its fifth and
final year of implementation. IMACS is the major USAID assistance program that
supports the Indonesian Ministry of Marine Affairs and Fisheries (MMAF) with
implementation of its five-year Strategic Plan (2010-2014).
The IMACS project supports MMAF efforts (1) to achieve
sustainability in the marine and fisheries sector, and (2) to improve the
response of coastal communities to near-term disasters and long-term impacts
related to climate change. IMACS Task 2 is focused on sustainable fisheries
management, and prioritizes efforts to reduce IUU fishing.
President Joko
Widodo has emphasized his focus on strengthening Indonesia's maritime sector,
and Minister for Marine Affairs and Fisheries Susi Pudjiastuti has quickly
initiated decisive and positive steps to address unsustainable practices and
illegal, unregulated and unreported (IUU) fishing, including issuing the
following Ministerial Regulations:
- Ministerial Regulation 56/ 2014 on a Moratorium on Fishing Licenses;
- Ministerial Regulation 57/ 2014 on the Prohibition of Transshipment at Sea;
- Ministerial Regulation 1/2015 on the capture of lobster (Panulirus spp.), crab (Scylla spp.), and blue swimmer crab (Portunus pelagicus spp.);
- Ministerial Regulation 2/2015 on the Prohibition of the Use of Trawls and Seine Nets in the Fishery Management Areas of the Republic of Indonesia;
- Ministerial Regulation 4/2015 on the Prohibition of Fishing within the Spawning and Breeding Grounds of WPP 714
IMACS will engage a Socio-Economic Policy Impact
Analysis Specialist to assess the social and economic impact of recent regulations
on Indonesia's economy and coastal communities, and to develop recommendations
to assist MMAF with implementation of these regulations and the design of
subsequent regulations.
This short-term assignment will be based in Jakarta,
Indonesia, and will take place from on/around April 13, 2015 to July 31, 2015 for up to
50 working days.
Responsibilities
The
objective of this assignment is to assess the macro economic impacts of recent
Ministerial Regulations listed above, and to develop a more detailed assessment
of the socio-economic impacts of selected regulations in selected regions/
locations. The Socio-Economic Policy Impact Analysis Specialist will work with
IMACS Policy and Institutional Strengthening Specialist to develop targeted and
actionable recommendations to MMAF to assist with the implementation of these
regulations and design of future regulations.
Ultimately, this assignment will
contribute to more effective fishery management, thereby improving food
security and conserving marine biodiversity.
Specific
tasks and responsibilities of the Socio-Economic Policy Impact Analysis
Specialist include:
- Working with IMACS Policy and Institutional Strengthening Specialist, review the scope and intent of the five Ministerial Regulations listed above;
- Via interviews, meetings, dialog or other strategies, obtain feedback and information from stakeholders (including MMAF, DKPs, fishing and processing companies, communities, NGOs, etc.) on the policy development process, impacts and perceptions of these regulations;
- Conduct a desktop study to obtain and review published statistics on annual catch production and value for selected fisheries affected by these regulations. Fisheries must be selected in consultation with the Fisheries Technical Advisor and Chief of Party. Using these statistics, develop an initial projection of the macro-economic impacts of these regulations.
- Working with the IMACS Policy and Institutional Strengthening Specialist, develop targeted and actionable recommendations to MMAF to assist with the implementation of these regulations and design of future regulations.
Qualifications:
- Master's Degree in Marine Science, Fisheries, Marine and/or Fisheries Governance/Policy, Economics, Public Policy, Environmental Science, or related field and 3 years' experience in policy evaluation; or Bachelor's degree and five years' experience.
- Familiarity with fisheries business process and/or regulatory impact analysis (RIA) methodology preferred.
- Experienced in creating statistics documents (Excel spreadsheets and Word).
- Team player, hard worker and output-oriented.
- Able to liaise with government officials at ministerial and local level, and related fisheries stakeholders.
- Good written and verbal communication skills in English and Bahasa Indonesia.
