The Empowering Indonesian Women for Poverty Reduction Program or Maju Perempuan Indonesia untuk Penanggulangan Kemiskinan (MAMPU)
 Program is funded by the Government of Australia through the Australian
 Aid Program administered by the Department of Foreign Affairs and Trade
 (DFAT). The MAMPU Program supports networks and inclusive coalitions of
 women’s and gender-interested organisations, and parliamentarians (the 
MAMPU partners) to influence government policies, regulations and 
services, and in selected private sector arenas. Ultimately, this work 
aims to improve the access of poor women in Indonesia to critical 
services and programs.
The MAMPU program focuses on five thematic areas:
- Improving women’s access to government social protection programs;
 - Increasing women’s access to jobs and removing workplace discrimination;
 - Improving conditions for women’s overseas labour migration;
 - Strengthening women’s leadership for better maternal and reproductive health;
 - Strengthening women’s leadership to reduce violence against women.
 
The
 MAMPU Program is managed by Cowater International. A team of technical 
and operational staff from Cowater International is based in the MAMPU 
office in Jakarta and works closely with MAMPU partners, DFAT, and the 
program’s key counterpart in the Government of Indonesia – BAPPENAS 
(National Development Planning Agency).
The
 MAMPU Program is supporting PERMAMPU, a consortium of 8 civil society 
organisations working across 8 provinces in Sumatra on women’s and 
gender-related issues.
The MAMPU Program will engage an
 individual Technical Adviser (‘the Adviser’) to assist PERMAMPU to: (i)
 identify the information required for a baseline; (ii) developing and 
applying a simple tool to collect the data drawing on secondary 
information; and (iii) identify any critical gaps that may require 
additional data collection. Ultimately, the work of the Adviser will 
contribute to a practical, methodologically sound baseline that 
contributes useful findings for M&E and project decision-making.

Required Expertise of the Training Service Provider
- Tertiary qualifications in a relevant area such as anthropology, development studies, or sociology;
 - At least 10 years of experience applying monitoring and evaluation methods covering indicator development, quantitative and qualitative methods, including participatory research methods, covering the full research cycle including design of the research protocols, management of the research process, data analysis, and report writing;
 - Practical experience in maternal and reproductive health is essential; with strong gender analysis/women empowerment framework;
 - Familiarity with and practical experience working with civil society organisations in Indonesia is essential;
 - Fluency in English, working knowledge of Bahasa Indonesia is considered an asset;
 - Experience in Indonesia essential.
