Clinton Health Access Initiative (CHAI) Job Vacancy: Regional HRD, Jakarta

Founded in 2002, by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, Malaria and other illnesses. Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management.

By working in association with governments and other NGO partners, CHAI is focused on large scale impact and, to date, CHAI has secured lower pricing agreements for treatment options in more than 70 countries. In addition, CHAI’s teams are working side-by-side with over 30 governments to tackle many of the largest barriers to effective treatment and care.

REGIONAL HUMAN RESOURCES DIRECTOR

Position Overview:
The Regional Human Resources Director will serve as a strategic business partner to the HR department in Headquarters, as well as to Country Directors, Deputy Country Directors, Operations Directors, Senior Program staff, and HR representatives in the India & the South East Asia region. He/she will work in conjunction with HR Partners at Headquarters.

Responsibilities

Organizational Development:
In conjunction with Country Directors, Deputy Country Directors, Senior Program staff, Boston Office HR Partners, and local HR representatives:
  • Develop HR strategies and programs to support CHAI’s mission, vision and values;
  • Provide senior level counsel on procedure and policy interpretation; recruiting and retention strategies and employee relations issues, and local labor laws;
  • Design, plan, and implement HR systems and best practices to strengthen HR function;
  • Develop and implement HR policies and procedures;
  • Develop work plans to address succession planning and country team restructuring;
  • Develop programs to improve work relationships, build morale, increase productivity and retention;
  • Develop tools and standards towards building HR and Programmatic capacity and continuity;
  • Maintain in depth knowledge of legal requirements related to the management of employees, reducing legal risks and ensuring regulatory compliance;
  • Provide overall HR management in assigned region;
Professional Development:
In conjunction with Country Directors, Deputy Country Directors, Senior Program staff, HQ HR Partners, and local HR representatives:
  • Lead learning and development activities in the region;
  • Develop and facilitate training sessions based on learning gaps, career and professional development, and capacity building;
  • Manage and resolve complex employee relations issues;
  • Manage performance management to program/country management (coaching, counseling, career development, identifying appropriate actions);
  • Develop, administer, and train HR staff and/or Senior Project staff on HR best practices;
  • Develop, coordinate, implement, monitor HR services;
Qualifications:
  • Progressive human resources experience with a strong background in international development with a focus on employment and selection, training, organization development, professional development, compensation, employee relations and employment law;
  • Managing highly complex, enterprise-wide program consisting of multiple projects;
  • Devising ground-breaking initiatives which advance CHAI's reputation;
  • Delivering effective results of multiple or integration of diverse programs / functions, and effectiveness of wide range of organizational activities and commitments
  • Prior experience working in India and/or South East Asia
Requirements:
  • Bachelor's Degree or equivalent plus 15 years work experience, Advanced Degree Preferred; Or equivalent work experience
