Build Change designs safe buildings, trains homeowners, builders, engineers and government officials to build them, works with governments to develop and implement building standards, partners with the private sector to improve building materials quality and create jobs, and facilitates access to incentive-based capital for reconstruction and retrofitting by partnering with financing institutions and government subsidy programs.
Build Change started its work in Aceh, Indonesia, after the 2004 earthquake and tsunami, and since has expanded to include programs in China, Haiti, Colombia and the Philippines. Build Change has trained more than 22,000 people on earthquake-resistant design and construction techniques, and has provided technical assistance for more than 46,000 safer homes, impacting an estimated 230,000 people.
POSITION DESCRIPTION:
Build Change is seeking the services of an experienced Project Manager capable of supervising and providing technical support for ongoing technical assistance projects in Aceh and West Sumatra. The Project Manager will lead a small team of national staff in the delivery of an incentive-based project targeting small but essential improvements in construction practice. The Manager will also provide punctual technical support for Build Change brick maker capacity-building activities in the area.
In addition, the Project Manager will take the field lead in new project start-up as needed, such as Build Change’s upcoming school seismic retrofit initiatives. With support from the Director of Engineering, the Project Manager will assist in the project development and design process and lead the team in conducting the subsequent construction supervision.
The successful applicant will have extensive construction management experience and a working knowledge in the design of earthquake-resistant masonry and timber frame buildings. In addition, the successful applicant will have proven leadership abilities, demonstrated experience in project coordination and demonstrated ability to communicate technical terms and concepts to non-technical persons.
This position reports to the Indonesia Country Director. As this position is currently vacant, the Project Manager will report to the Director of Engineering and Director of Education in the interim.

Technical Responsibilities
- Develop thorough, comprehensive understanding of the engineering resources developed by Build Change for use in Indonesia for confined masonry, timber buildings, and retrofitting solutions.
- Assist in controlling the quality of design information & the implementation of projects in Indonesia.
- Assist in the revision and development of new technical resources, including but not limited to structural and architectural drawings, bills of quantity, construction checklists, and training materials for partners and clients.
- Implement technologies and solutions that are consistent with Build Change’s philosophy of earthquake-resistance, sustainability, and cultural appropriateness.
- Assist in the development and implementation of training for local builders, architects, drafters, and other technical staff.
- Solve problems and generate basic engineering solutions for issues encountered in the field.
- Assist in the development of technical resources and implementation of projects in other Build Change country programs as directed by the Directors of Engineering and Education.
- Implement the project work plan as developed with the Country Director and/or Directors of Engineering and Education.
- Maintain ownership of project milestones and consistent communication regarding schedule or deliverable challenges.
- Work with project technical staff to ensure their proper and effective implementation of the project work plan. Work with HR and Administrative staff to resolve any staffing issues if they arise.
- As needed, represent Build Change in meetings and communications with project partners as coordinated with the Directors of Engineering and Education and/or Country Director. Prepare monthly reports and contribute to internal and external project reporting.
- Minimum of 5 years of construction management experience with demonstrated experience in delivering outcomes on time.
- Understanding of earthquake-resistant design and construction of confined masonry, reinforced masonry, and timber buildings for both new and retrofit construction.
- Familiar with international building codes and guidelines, such as the IBC, ASCE 7, ASCE 41, ACI 318, NDS for wood construction, ACI 530, etc.
- Cost estimating and 2d AutoCAD literacy.
- Top-performing educational background in engineering. Strong earthquake-resistant design orientation a plus.
- Skillset for managing project tasks, including ownership over milestones, work plans, reporting, using computer tools such as Excel and PowerPoint.
- Effective, timely and clear professional communication skills, including formal and informal oral communication, written communication and visual aids.
- Experience in teaching or instruction is a plus.
- Hands-on construction experience in masonry, reinforced concrete, and carpentry and construction management is a plus.
- International development experience and willingness to live and work in a post-disaster setting in a developing country; experience in Indonesia is a strong plus.
- Fluent English is a requirement. Excellent, professional communications skills. Fluency in Bahasa Indonesia is a strong plus.
