Bappenas' project named SEDSSTC funded by IFAD currently is looking for individual consultant as SYSTEM ANALYST. The detail is as follows:
I. Background
The Government of Indonesia and
International Fund for Agricultural Development
(IFAD) have long history of development Cooperation. IFAD hassupported development initiatives in
Indonesia related to agriculture and fisheries sectors. IFAD currently
works together with Government of Indonesia to improve smallholder
farmers by providing policy recommendations, knowledge management and
partnership building.
Directorate
for Multilateral Foreign Funding (DMFF) of the Ministry of National
Development Planning/ National Development Planning Agency (BAPPENAS) is
implementing a project, funded by IFAD, to use projects experiences as
evidence for policy making. Under the umbrella of “Sustainable Economic
Development through South-South and Triangular Cooperation (SEDSSTC) in
Indonesia, DMFF Bappenas is aiming to escalate result from previous and
existing projects in agricultural sector with particular emphasis on
public-private partnership component. Any success identified by the
project is expected to contribute to south-south and triangular
cooperation. The project will also focus on scale up and contribution to
evidence-based policy making to enable poor farmers to achieve
sustainable economic development.
The
project has three key outputs namely (i) documentation
ofexperiences; (ii) knowledge sharing and management; and (iii)
projectimplementation and performancemonitoring. The project is aiming
to establish a web-based knowledge management system. To build a strong
foundation for the planned system, DMFF Bappenas is supporting
Directorate of Planning and Enhancement of Development Funding (DPEDF)
Bappenas to improve its monitoring and evaluation (M&E) system on
foreign loan and grant projects, so that the system can support
knowledge production and sharing activities that the project is aiming
at.
To achieve the above-mentioned targets, DMFF Bappenas is looking for an individual to carry out works as a System Analyst. Under the supervisionfrom
Project Manager and guidancefrom the M&E team under the DPEDF
Bappenas, the project analyst isresponsible to analyse the existing
M&E business models and using that analysis in order to provide
sound and operational solutions on how to improve the system, along with
its technical requirements.
II. Description of Works and Responsibilities
Under
the guidance and close coordination from the M&E DPEDF team and
supervision from the Project Manager, the system analyst is expected to
carry out responsibilities as follows:
- Review the government’s existing IT system and business models that support the monitoring and evaluation (M&E) activities of foreign loans and grants by the Deputy Minister of Development Funding Affair;
- Analyse system requirements that will meet demands from the M&E activities;
- Identify, understand and plan for organizational and human impacts of the then proposed system, and ensure that new technical requirements are properly integrated with the existing business processes and skill sets;
- Developing solutions and related products;
- Plan a system flow from the ground up;
- Interact with internal users and customers to learn and document any relevant technical and non-technical requirements and utilise those information to determine the business requirement;
- Study the software application domain;
- Interact with designers, programmers, as well as staffs under the M&E DPEDF team to understand software limitations; and
- Periodically deliver an oral report of working progress and formulate a final working report that constitutes, but is not limited to, working outputs and analysis from the abovementioned responsibilities.
III. Requirements for Qualifications and Competencies
a. Academic Qualification:
- Bachelor’s or master degree in Information Technologies
- Fluency in written and spoken Bahasa Indonesia is an absolute necessity;
- Ability to understand and write in English.
c. Professional Experiences
- Minimum 4 years of relevant experiences and ability to assess organisations’ general business process and to conduct computer programming;
- Demonstrate experiences and skills on problem solving or reduction;
- Excellent interpersonal relation skill as well as ability to be flexible and adaptable to different working environments; and
- A team player that exhibits ability and willingness to proactively facilitate and encourage open and effective communication inside the team.
- Preferably to be domiciled in Jabodetabek area.
IV. Deliverables
The System Analyst will deliver the works on output basis within working period of three months (March - May 2015), and produce deliverables in the following timeframe:
Month
1: Analysis of current system and inventory of for new system demands.
The analyst will demonstrate achievement through collation of data and
information based on meetings, interviews, and desk study.
Month
2: Analysis of new system demands and requirements as well as initial
design of new system. The analyst will demonstrate achievement by
presenting findings, analysis, and initial recommendations by the end of
the month.
Month
3: Software requirement specification (SRS) report and a final working
report that covers all of the three months’ deliverables.
