REQUEST FOR EXPRESSION OF INTEREST/ APPLICATIONS REQUEST FOR EXPRESSION OF INTEREST

Background:
The Islands of Southeast Asia Network on Male and Transgender Sexual Health (ISEAN) and the Humanist Institute for Co-operation with Developing Countries (Hivos) jointly implemented the ISEAN Hivos Program supported by Global Fund Round 10. This program has the main goal of reducing the risks, vulnerability and impact of HIV and AIDS on the lives of MSM and transgender community in Island Southeast Asia Nations. It intends to address critical gaps in supporting and scaling up activities that reduce HIV/AIDS among MSMs and TGs.
Hivos, as the Principal Recipient of the grant under the ISEAN-Hivos Program Global Fund Round 10 is now on its Phase 2 of implementation from October, 2013 to September, 2016. In this regard, it is seeking Expressions of Interest from qualified Indonesian nationals to apply as the "Program Officer for the ISEAN-Hivos Program Principal Recipient - Program Management Unit (PR-PMU)" with the post to be based in Jakarta, Indonesia.
The Program Officer shall perform tasks related to the management and program implementation of the ISEAN Hivos Program under the Global Fund. The ISEAN Hivos Program is being implemented in Indonesia, Malaysia, Philippines and Timor Leste.

Key Qualifications

  • Bachelors level- University Degree in Development, Public Health or equivalent in a relevant field. Master's degree is preferred. 
  • With at least 2 years experience in working with Global Fund Programs, Experience in developmental organizations or international NGOs (e.g. UN system) may be considered;
  • Strong knowledge of project cycle management as well as established skills in program implementation;
  • Indonesian citizen;
  • Able to speak and write fluently in Tetum ( Local Language of Timor Leste) will be a strong advantage;
  • Excellent communication skills with fluency in written and spoken English;
  • Willingness and ability to travel extensively within South East Asia and other destinations, as needed.
  • Familiarity with the concerns of MSMs and TGs in the South East Asian context;
  • Capacity to work well within a team, in a multi-country context; 
  • High level of flexibility and willingness to cross-train in other functions
  • Excellent interpersonal skills and demonstrated ability to lead project team work as well as to develop and maintain strong relationships project staffs and beneficiaries; and
  • Highly developed computer and web-based communication skills, knowledge in other database program is a plus
  • Familiar with financial systems will be an advantage
