ChildFund International Vacancy: Program Officer - Trafficking, Yogyakarta

In Indonesia ChildFund has been operating for 34 years since 1973, in areas where the need is the greatest and currently reaches out to 900,000 children and family members in partnership with 50 local NGOs spread across 8 provinces.

The ‘GADIS’ project is part of Childfund Indonesia’s anti trafficking program. Adolescent girls and the children that they will go on to bear – most of them born out of wedlock and to a mother who is too young, poor, isolated and under educated to help her child thrive, are most vulnerable to trafficking. To help resolve the issue, the ‘GADIS’ project aims to empower adolescent girls so that they can have greater control over their own lives, become less vulnerable to trafficking and better provide for the wellbeing of their future children. The project will ultimately cover over 27 Youth Forums in the  local partner’s 5 working areas in Central Java.

This program is seeking a Project Officer to work intensively with ChildFund Indonesia’s Youth Empowerment Specialist, to manage a number of skillbuilding activities for girls as well as lead the Child Protection campaign locally within the 27 local communitiesThe candidate will also be required to provide technical assistance to ChildFund Indonesia’s 5 Local Partners who will implement the project. In addition, the candidate will also be required to represent Childfund Indonesia to local government and concerned agencies working on trafficking.

ChildFund Indonesia is currently seeking:
  • Position: Program Officer - Trafficking (Position Code: PO - Trafficking) 
  • Reporting to: Zonal Manager 
  • Based in: Yogyakarta
DUTIES/RESPONSIBILITIES
  1. Contribute to the planning, implementation, and monitoring of all program activities by providing technical inputs based on relevant field-based experiences. 
  2. Develop and implement, with the support of the Youth Empowerment Specialist/LS3 Specialist, the most appropriate intervention for adolescent girls. 
  3. Provide leadership in the implementation of all project activities based upon approved plans, budgets and agreements, and in compliance with organizational policies/procedures, operational systems, and donor requirements and regulations. 
  4. Closely coordinate with the 5 Local Partners in ensuring the implementation of project activities within approved plans, budgets and agreements, and in compliance with organizational policies/procedures, operational systems, and donor requirements and regulations. 
  5. Conduct program/project monitoring visits, training preparation and spot checks in the areas of assignment and address identified performance problems/issues. 
  6. Build relationship and collaborate with stakeholders (Government officials, NGOs, Schools, media) at the local level for resource sharing and complementation (financial, technical, etc.). 
  7. Maintain positive relationship with the donor through preparation and submission of timely and high-quality reports and documentations. 
  8. Work to develop the budget, track spending, and ensure timely financial reporting. 
  9. Assist and collaborate with concerned staff to conduct of initiatives aimed to enhance program quality and secure additional funding to support and expand services to enrolled families and children. 
  10. Expand networking to the relevant at the project area level. 
  11. Deployable to other national offices and or to other program areas to provide support, eg during emergency response, or if there’s the need for support of similar interventions.
QUALIFICATIONS/EXPERIENCE  
  • 3 + years experience working on programs related to Gender, Trafficking and Child Protection 
  • Experience in managing community development programs 
  • Demonstrated experience with the design, implementation, management and evaluation of programs is preferred 
  • Outstanding written and oral communication skills in Bahasa Indonesia and English;  
  • Have skills and experience to deliver training 
  • Good oral/written communication and organizational skills 
  • Must be able to travel to program locations; where applicable
EDUCATION
Bachelor’s degree, preferably in relevant human services discipline, or equivalent relevant work experience; advanced degree desirable.
