Higher Education and Leadership Management Project (HELM)
Chemonics International Inc. seeks qualified Indonesian personnel
for the USAID Higher Education Leadership and Management (HELM) project in
Indonesia. Position is noted below the project background description.
The USAID/HELM project was awarded to Chemonics International
on November 28, 2011. Chemonics implements HELM with support from partners: the Indiana University Alliance;
JBS International Inc., Aguirre
Division; and the University of Kentucky (UKY). The five year project was designed to support
Indonesia’s Higher Education (HE)
sector in increasing its quality and
relevance through improved focus on
administration and management capacity.
In partnership with the Ministry of Education
and Culture (MoEC) and the Directorate General of Higher Education (DIKTI), HELM provides
technical assistance,
training, and additional support to
strengthen the leadership capacity and increase effectiveness in the following four core management
areas:
- General administration and leadership
- Financial management
- Quality assurance
- Collaboration with external stakeholders
HELM works in close
collaboration with DIKTI and, by Year 3, partners with 50 Indonesian Higher Education Institutions (HEI). The project
is designed to address the USAID
Education sub-intermediate result, “increased management capacity of Indonesian Higher Education Institutions” which contributes to the intermediate result “improved quality of higher
education” under the over-arching
assistance objective: “students
better prepared for success in learning and work.”
TITLE: Partnership
and Collaboration Specialist
Principal Duties and
Responsibilities
The
Partnership and Collaboration Specialist is responsible for ascertaining best
practices, policies and procedures from partnership and collaboration
management. This information is then supplied to HEI partners, and other key
stakeholders, via various mechanisms including trainings and workshop events.
Specific tasks
Events
- Research best practices for partnership and collaboration for mentoring partner HEIs. This best practice will also be used to develop the TOR and agenda for future training events. Provide best practice information to capacity building specialist and instructional designer so appropriate training/workshop can be coordinated
- Coordinate with instructional designer for the most appropriate methodologies or approach to deliver best practice information at events.
- Identify relevant target audience who should attend each financial systems event. This information will then be passed to the appropriate technical assistant for development of official invitation.
- Provide event reports at the conclusion of each event, as per the standard report format produced by HELM.
Action Research Program
- In coordination with the ARP/Special Initiative Manager, identify HEI partners eligible for the ARP activities.
- Assist selected ARP candidates in the development of their research paper.
- Engage the regional coordinator(s) in the mentoring program. The regional coordinators may assist with site visits when appropriate.
In Coordination with the University of Kentucky:
- Develop a mentoring program that meets the needs for each HEI participant
- Ensure participants have prepared their final report so it may be presented at the Action Research forum at the conclusion of the ARP program.
- Once ARP is completed, maintain follow up with participants to ensure implementation of ARP activities within their HEI.
General Items
- Contribute to reports as required including contributions to the quarterly and annual reports.
- Monitor and evaluate progress of HEI partners via emails, phone calls, and site visits then report outcomes to monitoring and evaluation team on a montly basis or as required.
- Other program related tasks as requested by his/her supervisor.
Job Qualifications
- B.A./B.S. in higher education, education, or relevant field required; Master’s degree preferred
- Minimum 7 years experience in partnership and collaboration within the education sector
- Past experience developing and managing relationships between Indonesian universities and with regional and international universities or academic bodies. As well as partnerships with private sector entities.
- Experience monitoring and evaluating activities and reporting on progress.
- Past experience with partnerships involving education institutions required. Responsible for providing general support, coordination, and on the ground trouble shooting for these institutional partnerships.
- Proven experience developing and fostering public-private partnerships
- Familiarity with Indonesian higher education systems preferred
- Experience working with international donors or organizations preferred
