Overview
The Conference Board of Canada (CBoC) is
seeking an Environment Consultant to support the development of an Environmental
Management Plan for the Indonesia-Canada Trade and Private Sector Assistance
Project (TPSA).
TPSA is a five-year trade-related capacity
building and trade/investment promotion project for Indonesia, funded by the
Department of Foreign Affairs, Trade and Development of the Government of
Canada, and executed by CBoC. The project’s expected intermediate outcomes are:
1) increased sustainable and gender-responsive trade and investment
opportunities, particularly for SMEs, between Indonesia and Canada; and 2)
increased use of trade and investment analysis and regulatory reform by
Indonesian stakeholders for expanded trade and investment partnerships between
Indonesia and Canada.
The Indonesian-based Environment Consultant
working directly with TPSA's Ottawa-based Senior Environment Specialist will
provide specific supports during the project inception phase (12 January 2014 -
30 April 2015) and resulting in the project's Environmental Management Plan.
The assignment will mostly be carried out in Jakarta. It is however expected
that communication via skype and e-mail with Ottawa will take place prior as
part of planning and post as part of report preparation.
Principal
Tasks
Working
directly with the Ottawa-based Senior Environment Specialist, and following the
attached work plan, the Environment Consultant will:
- Become familiar with project key documents and comment on the draft mission work plan
- Be available to participate in key field Inception Mission meetings during the period of January 12 -31, 2015
- Identify relevant information on environmental policies, laws and other legal frameworks as well as programs relating to trade and investment in general, and in particular sectors.
- Identify sources of environmental data to inform the development of the Project's Environmental Management Plan indicators
- Input into the list of individuals and organisations that TPSA should meet/contact
- Input into proposed questions and methodologies for the TPSA Inception meetings and provide analysis of these meeting results
- Support the Ottawa-based Environment Specialist in the environment-trade capacity assessment through dialogue with various stakeholders from government, private sector, academic and NGOs.
- Make recommendations for the project's Environmental Management Plan following the environment-trade capacity assessment, review of materials, and observations
- Assist in reviewing and revising environmental aspects of the project logic model (LM) and the Performance Management Framework (PMF) indicators and provide advice on the project Environmental Management Plan.
Skills
and Qualifications
- Indonesian national;
- Degree in environmental studies/science, natural resource management, or a relevant discipline (e.g., economics) from a recognized university
- 5+ years of professional experience in environmental assessment/ natural resource management, preferably in international development context;
- Experience working with different stakeholders (government, NGOs, private sector, academics, Civil Society Organizations)
- Excellent interpersonal, team working, writing and presentation skills;
- Excellent verbal and written Bahasa Indonesia communication skills;
- Good verbal and written English communication skills;
- Background in environmental economics is an asset.
