Asia needs a shift to less energy-intensive and low emission transport systems.
Energy demand in the region has grown two-and-a-half times since 1990, with the
transport sector as a strong driving force. In major economies like
Indonesia or Malaysia, transport is on its way to overtake industry as the
largest end-use sector with shares close to 40% driven by income growth and demand for personal mobility and movement of goods,
combined with rapid urbanization. The need to shift to more efficient and
climate-friendly solutions applies to both passenger and freight
transport.
The GIZ project Energy Efficiency and Climate Change
Mitigation in the Transport Sector aims to provide support for the development,
implementation and monitoring of strategies and action plans towards the
improvement of energy efficiency and the reduction of greenhouse gas emissions
in the land transport sector at ASEAN and national level in major economies like Indonesia, Thailand, Vietnam,
the Philippines and Malaysia. The activities for Indonesia include:
- Supporting the development of policy measures with the Ministry of Transport
- Supporting the development of an action plan on energy efficiency (e.g. on freight transport) in the context of climate change mitigation
- Assisting the implementation of policy measures on energy efficiency and climate change mitigation
- Improving the measurement, reporting and verification (MRV) activity in land transport sector
- Capacity building for MRV and energy efficiency policies by training and seminars
The project is
looking for an Advisor and Coordinator on Transport and Climate Change.
- ResponsibilitiesThe Advisor and Coordinator will support the implementation of the Transport and Climate Change (TCC) in ASEAN project (www.transportandclimatechange.org) by providing procedural, technical advice and assistance on climate and transport policy development, preparation of project implementation, and coordination at national level. The Advisor/Coordinator will be based at the Ministry of Transport.
- Task
1. Support the development of the Measurement,
Reporting and Verification (MRV) System for transport-related measures. This
task includes:
- Assisting and Reviewing consultant’s work on MRV guidelines for Transport sector
- Facilitating communication and discussion between Ministry of Environment and Ministry of Transportation
- Organizing Focus Group Discussion (FGD), workshop and event to improve the relation and communication between Ministry of Environment and Ministry of Transportation
2. Develop the Training for Transport (T4T) program.
This task includes:
- Monitoring consultant’s work on 3 modules:
- Sustainable urban Transport
- Truck operation and management
- Data management for land transport sector
- Coordination with training consultants on developing the modules
- Approach relevant Indonesian organisations to adopt and provide those modules
3. Support the development of green freight policies
to be included in the RAN GRK. This task includes:
- Support development of a strategy paper, which wrote by consultant to MoT
- Monitoring and advising the work of advisor of TCC Indonesia in developing green freight project
- Further coordination and knowledge managementB4: Support further activities to implement the project in Indonesia, including organising meetings, workshops, writing publications and articles for newsletters, etc.
C. Required qualifications, competences and experience
Formal Education:
- University Master’s Degree in a course related to transport; optional: specialization in a field related to the Environmental/ Climate change mitigation economics and policy.
- Professional experience:
- Minimum of 2 years of relevant occupational experience in a comparable position on transport and/or climate change
- Experiences in project management
Other knowledge, additional competences:
- Excellent command of MS-Office
- Good working knowledge of modern telecommunication systems
- Excellent written and oral communication skill in English, with analytic capacity and ability to synthesize relevant findings
- Excellent ability to shares knowledge and experience, a good team player and self-Management
