Marine Affairs Specialist - Indonesia

Chemonics International Inc. seeks a Marine Affairs Specialist for the USAID-funded Indonesia Marine and Climate Support (IMACS) project. This project provides technical support for improving key marine and fisheries sector components with the Ministry of Marine Affairs and Fisheries (MMAF), local governments, coastal communities, and the private sector. IMACS also supports MMAF in the preparation/development of their next strategic plan (RENSTRA) for 2015 – 2019.

The IMACS Marine Affairs Specialist will support the IMACS and MMAF strategic planning teams in focusing on the marine affairs aspect of the mandate of MMAF within the current planning phase and going beyond the current planning phase to 2020-2025. In particular, an objective of the assignment is to consider how marine affairs can be developed within the mandate of MMAF and how it relates to the development of the maritime sector that has become the focus of government policy making.

This short-term assignment will be based in Jakarta, Indonesia, and will take place from late-December 2014 to late-February 2015.

Responsibilities
The Marine Affairs Specialist will prepare materials and participate in events to support the MMAF Planning Bureau. The Marine Affairs Specialist will complete the following tasks:

  • Review the BAPPENAS RPJMN of the Marine and Fisheries National Mid-term Development Plan 2015-2019 and provide expert advice to the RENSTRA team and MMAF in relation to marine affairs in accordance with requests from MMAF. 
  • Be a lead author in a major policy paper on strategic planning within the field of marine affairs in Indonesia over the 2015-2025 period.  
  • Represent IMACS in national and regional forums and other key meetings and events, speak on program issues in the area of marine affairs, participate in policy dialogue, discuss policy initiatives, report on progress achieved and/or present policy papers/ideas to influence the agenda. 
  • Participate in IMACS-MMAF workshops and focus group discussions as a speaker/panelist or participant as required. 
  • Be part of the IMACS strategic planning support team, assisting MMAF and contributing as required.
Qualifications
  • Master’s degree in a field of study relevant to Marine Affairs. 
  • Minimum 10 years of experience at a senior academic level or high level government officer, international consultant or marine industry executive. 
  • Experience in working in teams, comprising of senior government officials, university professors, recognized scholars, fisheries experts, senior industry members and other eminent people. 
  • High level program/activity planning and reporting skills. 
  • Experience in undertaking activities aimed at increased political support and access to financial resources for strategic planning and implementation of activities. 
  • Strong communication skills, both interpersonal and written, to fulfill the technical and managerial responsibilities proposed. 
  • Ability to lead and be part of a bigger team in the formulation of strategic policies and sound product requirements development programming knowledge. 
  • Ability to generate creative, practical approaches to overcome challenging situations. 
  • Strong technical and practical leadership and knowledge in issues related to product requirements development and management, coordination and effectiveness. 
  • Familiarity with MMAF governance systems and roles of key stakeholders in the field of Marine Affairs as well as national development planning and coordination. 
  • Experience in capacity development and facilitating positive transformational change. 
  • Advanced English (written and spoken) 
  • Fluent Bahasa Indonesia (written and spoken)
