USAID - IUWASH Vacancy: Sanitation Marketing Specialist based in Medan

The Indonesia Urban Water Sanitation and Hygiene (IUWASH) project is a sixty-month program funded by the United States Agency for International Development (USAID) and implemented under the leadership of DAI. IUWASH works with government, the private sector, NGOs, community groups and other stakeholders to improve access to safe water supply and sanitation in Indonesia’s urban areas.

The overall goal of IUWASH is to assist the Government of Indonesia (GOI) in making significant progress in achieving its safe water and sanitation Millennium Development Goal (MDG) targets by expanding access to these services. The expected results to be achieved are: 2 million people in urban areas gain access to improved water supply; 250,000 people in urban areas gain access to improved sanitation facilities; and the per unit water cost paid by the poor in targeted areas decreases by at least 20%. To achieve the above, assistance provided by the project is divided under three main technical components, including: 
  • Mobilizing demand for water supply and sanitation service delivery (MD); 
  • Improving and expanding capacity for water and sanitation service delivery (IC); and 
  • Strengthening policy and the financial enabling environment for improved water supply and sanitation service delivery (EE).
As IUWASH’s high-level results seek separate target numbers of households with improved access to water and sanitation, the targeted outcomes for these components will include:
  • MD 1   At least 40,000 households willing to pay for sanitation improvements
  • MD 2   At least 100 civil society groups and/or government cadres implementing programs to mobilize improved access to safe drinking water and adequate sanitation.
  • MD 4   Sanitation for the Poor Toolkit.
  • MD 5   Twenty percent household adapted improved health and hygiene practices.
  • IC 5     At least 20 Local Governments implementing integrated sanitation and hygiene interventions that reflect their citywide sanitation strategic plan.
  • IC 6     At least 30 small and medium business providing affordable construction and sanitation facility management services.
  • EE 4     At least 40,000 of low income households accessing micro finance for household improvements in water and sanitation
IUWASH will apply Behavior Change Communications approach to raise demand amongst project population targets. The intervention will address water; sanitation and hygiene (WASH) at community and institution level. Several community mobilization approaches to accomplish this result have recently been piloted by USAID/Indonesia and others. Such programs include: individual (SAN1), community-based (SAN 2) and offsite (SAN 3) sanitation systems, improved sludge (septage) management (SAN 4) and strengthening of sanitation institutions (SAN 5). To strengthen the IUWASH North Sumatera Regional Team, an additional position is made available for BCC Capacity Development and Sanitation Marketing Specialist based at the regional office to ensure the components’ tasks being implemented properly and adequately. Objective
The primary objective of this position is to support increased access to improved sanitation services for urban areas within the IUWASH target locations in North Sumatera, through implementation of capacity building efforts especially related to sanitation promotion and marketing for all areas concerned. 

Responsibilities
The Sanitation Marketing Specialist will focus on building capacity in community organization and mobilization/setting up small-medium business to support increased access to improved sanitation services. S/he has responsibility for implementing behavior change and sanitation marketing activities at the community level which will encompass introduction of innovative messages, formal/in-formal training, on-the-job training, supportive supervision, mentoring, etc.  Her/his responsibilities will include, but not be limited to, the following:
  • Help plan and implement capacity building activities in BCC tasks directed at improving families’ key hygiene practices, especially on development of marketing training materials and modules
  • Lead the implementation sanitation marketing activities at city level, including mobilization, preparation, setting up small-medium business (SME) and micro-credit scheme, regular supervision and monitoring for improvement and solution to increase sanitation access
  • Creating and developing innovative ways to communicate sanitation message to target communities to ensure increased access can be achieved 
  • Work with BCC Specialist in the implementation of project demand mobilization activities; programs to improve community input and participation in system planning and operations; pilot activities; and scaling up of successful pilots.
  • Work with BCC Specialist in formulating behavior change and sanitation marketing promotion strategy, data collection and field documentation
  • Work with Municipal Finance Specialist in developing micro finance scheme for sanitation facility construction (individual system and/or house connection to communal system) to serve the triggered communities and support fund channeling from Bank or non-Bank financial institution.
  • Maintain regular contact with other specialists, join regular meetings and provide advice to Regional Coordinator and National BCC Capacity Development Specialist for priority BCC related issues
  • Evaluating the effectiveness of all sanitation marketing activities
  • Contribute to regular reporting of IUWASH results and outcomes, including regular submission of field experience stories 
  • Establish and maintain effective relationships with regional project counterparts and stakeholders at all levels and maintain linkages with related projects and stakeholders, and 
  • Conduct other tasks consistent with the above as required by supervisor.
Deliverables
  • Coordinated data input for USAID IUWASH PMP, specifically for individual, community-based and centralized water supply and sanitation system 
  • Regular and timely inputs to the IUWASH work plan, biweekly, quarterly and annuals reports, as well as annual work plans
  • Occasional article or success story, lesson learned and best practices highlighting IUWASH achievement in increasing access to sanitation for urban poor communities, concerning community-based sanitation, training programs and other emerging issues, including reports of training programs and partner activities
Posting & Reporting Relationships
BCC Capacity Development and Sanitation Marketing Specialist will be based in the IUWASH North Sumatera regional office in Medan with periodic visits to regional locations. As team member of the IUWASH regional office, s/he will report directly to the Regional Coordinator and will work and collaborate closely and collaboration with Regional BCC and Urban Sanitation specialists. S/he will also receive technical direction from National Sanitation team as needed.

Qualifications
  • A bachelor’s or master’s degree in a relevant field such as economic, communications, science, community development, public health, environmental engineer; or relevant education background
  • At least 3 years of experience in  program development related to  small medium business ;
  • At least 2 years of experience in capacity building program; 
  • Familiar with sanitation and hygiene programs in Indonesia;
  • Possess experience working for/or with local governments;
  • Has experience in community organizing work;
  • Has experience in managing implementing partners from CSOs/NGOS/GOI/CSR/MFI; 
  • Ability to understand, speak, and write basic English;
  • Flexibility to work on evenings and weekends on occasion, and to travel substantially within Indonesia.
