USAID - IUWASH Vacancy: Urban Water Supply Specialist based in Medan

The Indonesia Urban Water Sanitation and Hygiene (IUWASH) project is a sixty-month program (2011 – 2016) funded by the United States Agency for International Development (USAID) and implemented under the leadership of DAI. IUWASH works with government, the private sector, NGOs, community groups and other stakeholders to improve access to safe water supply and sanitation in Indonesia’s urban areas. The overall goal of IUWASH is to assist the Government of Indonesia (GOI) in making significant progress in achieving its safe water and sanitation Millennium Development Goal (MDG) targets by expanding access to these services.

To achieve the above, assistance provided by the project is divided under three main technical components, including: 
  1. Mobilizing demand for WatSan service delivery; 
  2. Improving and expanding capacity for WatSan service delivery; and
  3. Strengthening policy and the financial enabling environment for improved water supply and sanitation service delivery.
IUWASH will apply different approaches and interventions with its local partners, such as local Water utilities, local and national government institutions, NGOs and communities to address water, sanitation and hygiene. URBAN WATER SUPPLY SPECIALIST, based in Medan, Sumatera Utara.

Objective
The primary objective of this position is to support increased access to improved piped water services through the strengthening of the local water service providers and enhance their relations with all external stakeholders (Local Government, Local Parliament, Customers, Civil Society as well as National Government). Specifically, the Urban Water Supply Specialist will support the IUWASH Project’s achievement of the Water Supply related target under Component Two: “Improve & Expand Capacity for WATSAN Service Delivery”

Responsibilities:
The Urban Water Supply Specialist North Sumatera will primarily be engaged in supporting the Urban Water Supply program in the target cities of North Sumatra Region, which includes Provinces of North Sumatra. In addition, S/he will also assist in coordinating the IUWASH Urban Water Supply program from North Sumatra Region with stakeholders at Provincial and National level (government, donors, PERPAMSI, Pokja-AMPL, and others)
His responsibilities will include, but not be limited to the following:
  • Undertake regular technical assessments in the area of (peri-) urban water supply service delivery for the target locations in the province of North Sumatra to identify existing conditions, main issues, potential demand, possible conflict with other programs and commitment from key Local stakeholders (PEMDA, DPRD, PDAM)
  • In close collaboration with IUWASH Governance Specialist and Municipal Finance Specialist for North Sumatra Region, arrange agreements (with action plans, targets, budget sharing) with Local Stakeholders (PEMDA, DPRD and PDAMs) on program activities to be supported by USAID/IUWASH.
  • Support Regional Coordinator/North Sumatra with the preparation of IUWASH annual work plans and budgets for the agreed action plans, incorporating the cost-sharing and /or leveraging of local and (where possible)National stakeholders. 
  • Responsible for the preparation, implementation, monitoring and reporting of the Urban Water Supply IUWASH program in the North Sumatra Region, in line with approved project proposals and budgets. This includes development and monitoring of various SOW for field activities, implementation of training programs,  seminars,  promotion activities, exchange visits, etc.
  • Identify, liaison with and support Local, Provincial, National and International stakeholders, who are (or will be) involved in the implementation of technical (peri-) urban WATSAN activities in IUWASH target area’s. This includes the compilation of a network of other related donor-supported technical programs for same target groups, including other programs financed by USAID.
  • Identify opportunities for leverage of funds from other institutions  (donors and/or government) which the aim to increase access to improve water supply, assist parties with the development of concrete proposals and support implementation, where needed.
  • Maintain regular contact with other Regional Urban Water Supply Specialists,  join regular IUWASH meetings, and provide advice to the Regional Coordinator/North Sumatra and WATSAN Technical Advisor on priority technical issues.
  • In conjunction with other specialist staff, develop and implement a technical and institutional monitoring program to assess the quality and effectiveness of IUWASH interventions; this includes direct support to the IUWASH Performance Monitoring Plan.
  • Periodically undertake special development projects e.g., reporting on concepts development, technical and institutional successes and/or lessons learnt. These deliverables may take the form of media presentations, press releases, professional articles or contributions to project newsletters, conferences or workshops.
  • Other tasks as required by supervisor.
Deliverables
  • Inputs into IUWASH bi-weekly, quarterly, annual and final reports as well as annual workplans 
  • Coordinate data input for IUWASH PMP, specifically for tasks related to urban water supply in North Sumatra region
  • Occasional article and/or essay highlighting IUWASH achievements in urban water supply
  • Occasional Technical Reports and Publications, related to IUWASH work in urban water supply, training programs conducted, and/or other emerging issues.
QUALIFICATION
  • a university degree in environmental or civil engineering
  • at least 8 years of relevant professional experience in urban water supply with strong focus on planning, Design, Operation & Maintenance of technical matters
  • Experience on capacity building of   PDAM and LGUs is an additional point
  • strong interpersonal and communication skills, both verbal and written, to fulfill the technical and managerial responsibilities proposed 
  • strong English writing and speaking skills 
  • Experience with USAID programs is highly desirable.
