RTI International Vacancy: Gender Strategy Consultant, KSI Project - Jakarta

Program Background
The Knowledge Sector Initiative (KSI) is a joint program between the Governments of Indonesia and Australia to improve the quality of public policies in Indonesia through the use of research, analysis and evidence. The program seeks to achieve this by supporting the capacity building of policy research institutes; improving systems and regulations to support research-based policy making; developing effective models for procuring and using research to strengthen policies that will benefit the country’s poor; and working with various intermediary organisations involved in making research-based evidence accessible to policy makers including government, civil society organisations and the media. The program, projected to be 15 years in duration, started implementation in May 2013.

KSI seeks to mainstream gender into the overall work of the program in particular by integrating gender analysis into research production and research utilization by public sector, policy research institutes, and civil society organisations.

RTI International as the managing contractor for the Knowledge Sector Initiative (KSI) is seeking a highly qualified candidate based in Jakarta, Indonesia to undertake the following consultancy: 

GENDER STRATEGY CONSULTANT

The consultant will perform the following services:
  • Conduct a brief gender review for KSI documenting existing approaches to gender by KSI and its partners; 
  • Develop a gender strategy and implementation plan for the KSI program;
  • Support the KSI internal gender working group;
  • Liaise with KSI management to support a gendered approach to research and management throughout the KSI program; and 
  • Work with the KSI Evaluation and Organisational Learning (EOL) team to ensure gender indicators and learning processes are well integrated into the program.
Required Qualifications:
  • 5-10 years’ experience advising on gender equity and gender mainstreaming
  • 5-10 years’ experience in ensuring gender is integrated into strategy development 
  • Strong knowledge of the policies and practices that affect gender mainstreaming in Indonesia
  • An understanding of the knowledge sector and of some of the issues impacting on policy development in Indonesia
  • Ability to communicate effectively in Indonesian and in English
  • Strong writing skills
