Job Summary

Organisational Goals

Australia’s Education Partnership with Indonesia (the Education Partnership, or EP) is currently the largest intervention funded by the Australian Government anywhere. Through the Education Partnership, Australia supports the Indonesian Government’s long-term strategy to strengthen and consolidate its national education system, with a particular focus on the current Indonesian five-year plan (2010 – 2014) and support for the initial stages of the subsequent five-year plan (2015 – 2019).


The Education Partnership builds on the successes of previous Australian Government supports to the Indonesian education sector by strengthening government systems. Under the Education Partnership, there are three managing contractors and the largest, School Systems and Quality (SSQ) contract, is managed by Cardno Emerging Markets. SSQ covers three components, each relating to a different aspect of the Education Partnership.

Each of the SSQ-supported components is national in scope, supporting existing government structures. Component 1 (C1) focuses on strengthening systems for infrastructure development within the education sector — specifically, supporting MoEC to assure the quality of junior secondary schools constructed using the mechanism of public participation and the efficient and transparent use of public funds for this purpose. As part of this commitment, both governments recognize the importance of feedback from stakeholders including the general public, whether these be positive or negative and have collaborated in the formulation of a Complaints Handling System (CHS) designed specifically to deal with complaints received from through public through a variety of media.


Position Purpose
The general objective of the Complaint Handling System (CHS) is to receive and manage complaints from stakeholders and ensure that they can be followed up in accordance with the documented procedures and at a level of responsiveness sufficient to meet the expectations of those who submit complaints and the interests of the EP. Additionally, it is important to be able to detect problems early and minimize the occurrence of new problems.

The existing roles within the CHS organizational structure consists of coordination, administration, data collection and classification, and data analysis and handling. The addition of the position of Data Assistant to this structure recognizes the increasing work load on senior officers of the CHS. In the performance of their duties the Data Assistant will support the analysis and handling function through processing incoming feedback, data entry, file management, and preparation of reports. The person may be called upon to support the daily activities of the unit including workshops and meetings and to attend these when required. Reporting to the IMR Manager (SSQ-C1), the position will coordinate closely with the CHS Specialist to support MoEC’s CHS team under the direction of MoECs CHS Coordinator.


Key Responsibilities:
  • Data Entry and data management: receive, register and categorize data and information coming in through the CHS; Register and update the status of complaints and suspected fraud cases in the database as required; enter CHS data to the CHS application database and manage this database; Manage and file supporting documentation for CHS cases
  • Logistical Support: assist in preparation of and attend internal CHS meetings; coordinate with the MoEC-SSQ C1 Joint Technical Unit as required.
  • Monitoring and reporting: assist in the preparation of routine internal weekly and monthly CHS reports including regular status updates on active cases as required; any other duties as required by the IMR Manager to support the CHS Coordinator in the operation of the CHS.
Key Selection Criteria
  • Education in any relevant field (minimum D3) and a minimum of 3 years experience
  • Experience with data management and filing
  • Familiarity with computer applications including word processing and spreadsheets and the ability to produce accurate and well-presented reports
  • Team player
  • Fluency in written and spoken English desirable
Duration of Contract:
The duration of contract for this position is for an initial input of 12 months with possible extension.
