Program Summary – NZAID EDA
The agriculture industry in Indonesia
consists of a large number of complex product-specific value chains, which in
turn involve many different market actors. The government of Indonesia (GOI)
recognizes that the development of the Indonesian agriculture sector faces
dynamic domestic and international challenges, and requires increased
partnership among different groups, including NGOs, Donors, local Community
Social Organizations, and the Private sector, to obtain competitive advantage
in global markets and to improve livelihoods for farmers. To increase its
competitiveness, the Indonesian agriculture industry needs improved production
system efficiency, increased quality control management for sustainable
production, and improved product promotion for local and export markets.
The New Zealand Aid Program, acting through the
Ministry of Foreign Affairs and Trade (MFAT) has approved the Concept Note for the design and
implementation of an economic development activity in Eastern
Indonesia that was submitted, and will be implemented, by Mercy
Corps Indonesia (MCI). The program will initially focus on Maluku and
North Maluku with the ultimate aim of scaling up to other areas of Eastern
Indonesia (e.g. West Papua ) using a market
development approach.
The 4 years program’s objectives are:
- 30,000 farmers in the spices (nutmeg and cloves), fisheries and seaweed value chains will increase their net income by 40% by the end of 2017
- Increased growth in overall trade by 30% in the spice, fisheries and seaweed sectors in Maluku and North Maluku
To achieve the goal, MCI will conduct rigorous sector
study that will be carried in the design phase, on the first six months of the
program. The study will adopt Making Market Works for the Poor (M4P) approach
with the objective to: 1) Understand the sector profile and dynamic of Spices,
fisheries, and Seaweed, 2) Understanding the underlying causes that hindering
the benefit for farmers in Spices, fisheries, and seaweed sector, 3)
Identifying potential intervention area.
The output of the study will be: 1) Draft result framework
diagram, 2) Activity Design Document (ADD) and final costed work plan. MCI will
then employee the Activity Design Document produced during design phase to
fully implement the activity in 3,5 years.
To ensure the effectiveness of the design phase, and
followed by the implementation of the ADD, MCI is currently looking for a sharp
entrepreneurial Intervention Manager.
Intervention Manager
During
the design, the intervention manager will be responsible to oversee the sector
study, identifying intervention area, and lead the analysis process
During the implementation phase,
the intervention manager will responsible to oversee the implementation of the
proposed interventions stated in the ADD.
The intervention manager will be responsible to ensure that the
intervention will not only focusing in core value chain of the sectors, but
also addressing entire market system which include core value chain, business
enabling environment (regulation, local formal and informal law, national/international
standards) and supporting function of the system (financial access, technology,
skills/capacity building, marketing, infrastructure, etc)
Responsibilities include: facilitating the relation
between spices, fisheries, and seaweed sector market players, private sectors
mobilization and engagement, providing guidance in business start-up and
trouble shooting, and ensuring transparent information regarding the community,
including timely reporting on issues that may impact the project.
Qualifications:
- University degree in Economic, Business or related fields;
- 3-4+ years of field-based community development experience, preferably with a focus on economic development and poverty reduction;
- Experience in working with private sectors related to agriculture product and services will be an advantage;
- Experience in farmer mobilization, conducting economic research, assessments and surveys;
- Experience in facilitating trainings to farmers in good agriculture practices ;
- Experience in facilitating relation between Intervention partners including government and private sector ;
- Moderate English. Native level of Bahasa Indonesia.
