Netherlands Red Cross (NLRC) Vacancy: Senior Finance and Administrative Officer, Jakarta

The Netherlands Red Cross (NLRC) is supporting the Indonesian Red Cross Society (Palang Merah Indonesia = PMI) since PMI was established in 1945. At present the NLRC support consists of a  PMI WASH project in Papua, the PfR program in cooperation with PMI and 4 partner NGO’s and the winding up previous projects. The closure of the NLRC office is foreseen by the end of 2015 and the sustainability of the NLRC support is guaranteed through handing over of programs to partner PNS, to IFRC/ICRC in case of emergencies or through other available means.

The Netherlands Red Cross is looking for candidate to be based in Jakarta, Indonesia for the post of:

Senior Finance and Administrative Officer – (12 months Fixed Term contract)

Job purpose
  • Ensuring the proper financial organizational administration of the NLRC Office in Indonesia 
  • Control and monitor  the required standards of Finance and Admin implemented by Palang Merah Indonesia (PMI)
  • Support the Programme Team staff in administrative matters 
  • Supervise the work of the driver .
The job duties and responsibilities of the Finance and Administrative Officer are:
  • To safeguard NLRC assets (financial and physical) against fraud, loss or misuse
  • To account and monitors cash transactions, including fund transfers from NLRC HQ, local currency exchange, petty cash and to prepare bank transactions via internet banking, 
  • To monitor the projects and office expenditures as per NLRC policies and procedures and with approval of Country Representative. 
  • To prepares and settle working advances to NLRC staff 
  • To maintain and ensure the documentation of all financial transactions and archive these according to NLRC procedures. 
  • To prepare the cash requests and forecast for all of projects with funds in NLRC Bank account as well as the IFRC account. 
  • To reconciles all financial transactions into an approved NLRC Field Expense Accounting System (WINPACCS) for the Indonesia Country office and submit timely financial reports to NRCS 
  • HQ each month, as per NLRC procedure for field expenses. To reconcile bank accounts and working advances monthly. To manage local procurement and execute all approved payments to local vendors, contractors and consultants for goods and services received, in accordance with the laws and  regulations of Indonesia and NLRC regulations. Ensures that all paid invoices agree with supporting documentation, including price quotes, purchase orders and shipping receipts, as per  NLRC/ IFRC procedures for procurement. 
  • To supports the auditor during the annual Audit process.
  • When required, to conducts field visits in agreement with NLRC Country Representative in order to ensure the financial management of NLRC projects.
  • To assist in the preparation of country project budgets and pipeline expenditures. 
  • To act as NLRC liaison point in regards to IFRC and PMI building management issues. To check and verify support services costs: integration and delegation fees, IFRC management anworkstation fees, monthly invoices and PMI contribution fees, NLRC staff HR documentation.  
  • To assist the Country Representative and Program Officer in all administrative related tasks, such as: flight/train tickets, hotel bookings, etc.
  • To maintain the personal files of staff and handle the administration in cooperation with the Federation 
  • To supervise the driver and ensures the maintenance of the log book, the time sheet and for the efficient and effective use of the car.  
  • To updates the Inventory list in NLRC office and staff housing
  • To performs other relevant duties as assigned by supervisor/ line manager.
Qualification & Experience:
  • Degree in Finance, Accounting and/or Business Administration
  • Two years professional work experience in a finance or accounting role.
  • Experience of preparing budgets, cash flow statements & financial plans. 
  • Experience of working for the Red Cross/Red Crescent
  • Good computer skills (Windows, spread sheets, word-processing and accounting packages). 
  • Good communication skills, with good spoken and written English and Bahasa Indonesia. 
  • Good team player, but able to perform independently
  • Fluently spoken and written English
