Summary of Job Responsibilities:
The Law Director is responsible for all aspects of program development, implementation, evaluation and grant administration of non-USAID funded law programs implemented by the Foundation in Indonesia, and with the CR supervises the Chief of Party of any law-related USAID programs that have a COP requirement.  The Director is expected to play an innovative and entrepreneurial role in expanding the Foundation’s law and justice sector reform programs in Indonesia, while expertly handling existing donors and managing and leading on-going programs.  The Director leads the Foundation’s public relations and fundraising strategy in these program areas, and works in partnership with other Directors to develop the Indonesia office’s portfolio and manage cross-unit programs.

Job Functions:
Program development & administration
Develop, plan, implement, monitor, and evaluate Foundation programs to promote justice sector reform and rule of law, covering legal education, court reform, counter-corruption, legal aid and human rights defenders, community-oriented policing prison reform, civil society strengthening and other emerging issues.

The Director will be an expert resource on key issues of justice sector reform in Indonesia and will be expected to participate in policy discussions and as a resource person for government, international development agencies, and/or international financial institutions.

The Director will play a central role in developing, refining, and implementing rigorous monitoring and evaluation procedures that can contribute not only to donor reports but also to program design and proposal development.

Provide technical advice to staff, program partners and policymakers; oversee the work with existing and prospective grantees to develop strategies and program activities; determine project feasibility; monitor and facilitate programs; obtain timely and useful reports; critically evaluate outcomes.

Prepare/supervise/approve letters of agreement/contract, internal narrative reports, correspond with grantees, and supervise preparation of grant administration.

Monitor important legal and political developments in Indonesia that impact on rule of law.

Lead on the preparation of reports to donors, and assist with Annual Report highlights and other information on Foundation programs as requested.

Responsible for all aspects of funding source financial management.
 
Supervise a large staff ranging from seasoned development professionals to program assistants.

External Relations
Maintain excellent relationships with existing and prospective donors.

Develop, maintain, and nurture excellent relationships with key Indonesian government officials at national, provincial, and district/city levels, particularly at the Supreme Court, Judicial Commission, AGO, Corruption Eradication Commission, Ministry of Law and Human Rights, Department of Corrections and the Police.

Develop, maintain, and nurture excellent relationships with members of relevant rule of law institutions and legislatures at all levels of government, and with political parties.

Develop and maintain contacts with other international NGOs and donor contractors working on justice sector reform and rule of law.

Attend conferences, give papers and presentations, participate in events and donor coordination meetings on behalf of the Foundation; contribute blog, op-ed pieces and interviews to media.

Requirement:
  • Advanced degree (PhD or Masters) in law, public policy, political science or another relevant social science from a reputable university; or demonstrates progressively expanding career in the justice sector.

  • Expert and demonstrated experience in one or more of the following areas:  access to justice, legal aid, justice sector reform, counter-corruption, police reform, prison reform, human rights and/or rule of law.

  •  Minimum of seven years relevant work experience in an international environment, preferably managing international development projects

  • Deep understanding of Indonesian government, law and politics, with interest in the political-economy dimensions of the Indonesian reform process

  • Superb verbal and written communication skills in both English and Indonesian

  • A highly collegial approach and strong understanding of effective teamwork
