POSITION TITLE :Deputy Chief of Party SUM 2 Program
REPORTS TO : Chief of Party

Introduction to the Position
Since its launch in May 2010, SUM II has evolved into a multifaceted program very much aimed at building local and sustainable institutions, institutional linkages, and support mechanisms in Indonesia’s HIV response. Now in Year 4, SUM II is a complex and multifaceted program that requires dedicated operational management, integration and oversight in the functional areas of finance, administration, grants, and organizational performance and technical capacity building. 

Basic Function of the Position
The Deputy Chief of Party is a new SUM II position. He or she will have primary responsibility, under the overall direction of the COP, for day-to-day program operations and management, and be responsible for financial oversight of TRG subcontracts and SUM II grantees. The DCOP will provide direct supervision to the following:
• Director, Finance and Administration, RTI (revised existing position)
• Director, Program and Development of Partnerships, TRG (revised existing position)
• Director, Local Capacity Development, RTI (revised existing position)
• Director, Prevention to Care Interventions, RTI (new position)

The DCOP will help strengthen networking and partnership among local stakeholders at national and sub-national levels to improve the reach, coverage and cost-effectiveness of the HIV/AIDS prevention to care interventions specific to PEPFAR indicators. She or he will also be responsible to work in coordination with the National Monitoring and Evaluation Coordinator in the improvement of program performance implemented by SUM II CSO partners, and for TA services provided by TA Provider Organizations and STTAs.

Essential Job Functions: Duties and Responsibilities

The following essential job duties and responsibilities all refer to SUM II’s mandatory and Year 4 Work Plan strategy.
  • Share a leadership role with the COP in overall SUM II portfolio management, implementation, and reporting. 
  • Oversee coordination/integration of SUM II’s capacity building program with TA providers, CSOs, service providers, and local government.
  • Oversee coordination of SUM II national and regional strategies to assure stronger linkages of M&E to organizational performance, technical integrity and quality implementation of HIV and STI services and programs.
  • Ensure that SUM II finance, grants, and program teams in overseeing grant SOWs, budgets, timeline, deliverables and negotiations meet/uphold SUM II requirements and compliance to USAID grant policies and regulations. 
  • Provide day-to-day financial leadership and management of SUM II, working closely with the COP and PRIME and Subcontractors’ financial points of contact.
  • Provide administration leadership and oversight of SUM II’s grant program, working closely with the COP and PRIME and Subcontractor grant management points of contact.
  • Provide day-to-day administrative leadership and management of SUM II, working closely with the COP and PRIME and Subcontractor administrative points of contact.
  • Supervise the Director of F&A, the Director of Program and Development of Partnerships, the Director of Local Capacity Development, and the Director of Prevention to Care Interventions.
  • Work in coordination with the National Monitoring and Evaluation Coordinator and the Regional Office Directors in the improvement of program performance implemented by SUM II CSO partners
  • Oversee TA services provided by TA Provider Organizations and STTAs. 
  • Report to and perform other duties as delegated by the Chief of Party.
Knowledge, Skills and Abilities
  • Master’s degree in public administration and finance or related fields is preferred. 
  • DCOP equivalent experience with a large program, i.e., demonstrable operational management skills to manage finances, administration, grants, and program activities of large and complex, multifaceted programs.
    • Proven leadership in the administration of similar size international donor support program with skills in strategic planning, resources management, and budgeting.
    • Proven ability to develop and communicate a common vision among diverse partners and the ability to lead multi-disciplinary teams.
    • Strong organizational, management and interpersonal skills and ability to work in a team-oriented setting.
  • Knowledge and skills in capacity building programs is desirable. 
  • Strong understanding of USAID grants and contracts policies and regulations with strong communication skills, both interpersonal and written, to fulfill the technical and managerial responsibilities proposed; and a track record of overseeing effective grants/sub-contract management to achieve project objectives is necessary.
  • Knowledge of Indonesian public health system and in particular HIV/AIDS prevention to care intervention program is desirable. 
  • Excellent English oral and written communication skills and fluency in Bahasa Indonesia.
