The
Urban Water Supply and Sanitation Specialist will primarily be engaged in
supporting the Urban Water Supply and Sanitation program at DKI jaya and (as
required) provide technical support for target cities in West Java and Banten
Region. In addition, She/he will also support Urban Water Supply Specialist
Coordinator in coordinating IUWASH water supply programs with GOI.
Her/his
responsibilities will include, but not be limited to the following:
Task I :
- To coordinate and supervise the preparation and implementation of Mater Meter Program at DKI Jaya (40%)
- To coordinate meetings, preparation and implementation of the program among all parties involved in Master meter program at DKI (Pam Jaya, AETRA, Palyja, ADB, IUWASH, vendor (Mercy Corps)
- To monitor and supervise the preparation and implementation of the program including advising on problem solving rise to relevant parties
Task III :
- To coordinate implementation of advanced NRW Training at DKI Jaya (10%)
- Coordinate and working together with STTA, PAM Jaya, Aetra, Palyja, and if necessary with Directorate Cipta Karya on the preparation of the NRW training materials, include the contents and detailed schedule of the training
- Coordinate the preparation of the NRW training implementation, include to prepare the list the participants, invitations letter, venue, trainer etc.
Task III :
- To coordinate regular waste desludging program in DKI with PD PAL (20%)
- To develop and maintain close collaboration with PD PAL and other relevant institutions to prepare and implement regular desludging program supported by IUWASH
- Support IUWASH Specialist team (LTTA, STTA, PO, etc) to work together with PD PAL to conduct activities related to the regular desludging program, such as workshop, Forum Discussion Group, household survey’s / sensus, promotion campaign, financial analysis, etc
Task IV :
- To support water supply and sanitation program at WJDB region (20%)
- To provide backup technical support to 2-3 key Water and Sanitation programs in West Java, Banten region in close coordination with Urban Water Supply and Sanitation Specialist at WJDB.
- Support WJBD team with specialist reports and other documents required related with the programs where technical support is provided.
Task V :
- Support GOI and Local Government Liaison (10%)
- Liaise with relevant National Government Ministries (especially Ministry of Public Works and Planning) and other donor agencies regarding exposing IUWASH experience in the Urban Water Sector.
- Collaborate with these agencies in preparation and implementation of workshops, conferences and other dissemination events, lessons learned.
QUALIFICATIONS:
- A university degree in environmental or civil engineering
- At least 8 years of relevant professional experience in urban water supply with strong focus on planning, Design, Operation & Maintenance of technical matters and with communities.
- Knowledge of PDAM institutional aspect is an additional point
- Strong communication skills, both interpersonal and written, to fulfill the technical and managerial responsibilities proposed
- Strong English writing and speaking skills
- Experience with USAID or other donor programs is highly desirable.
