USAID - IUWASH Vacancy: National Coordinator For Communal Sanitation Systems, Jakarta

The Indonesia Urban Water Sanitation and Hygiene (IUWASH) project is a sixty-month program (2011 – 2016) funded by the United States Agency for International Development (USAID) and implemented under the leadership of DAI. IUWASH works with government, the private sector, NGOs, community groups and other stakeholders to improve access to safe water supply and sanitation in Indonesia’s urban areas. The overall goal of IUWASH is to assist the Government of Indonesia (GOI) in making significant progress in achieving its safe water and sanitation Millennium Development Goal (MDG) targets by expanding access to these services.

To achieve the above, assistance provided by the project is divided under three main technical components, including: 
  1. Mobilizing demand for WatSan service delivery; 
  2. Improving and expanding capacity for WatSan service delivery; and
  3. Strengthening policy and the financial enabling environment for improved water supply and sanitation service delivery.
To achieve the above, IUWASH works closely with a wide range of local partners, including: local water utilities, local and national government institutions, private sector agencies, other donors, NGOs.

NATIONAL COORDINATOR FOR COMMUNAL SANITATION SYSTEM
based in Jakarta, Job CODE: (NCCSS-JKT)

Objective
The objective of this position is to ensure that IUWASH communal sanitation programs (also referred to as “SAN-2”) achieve targeted increases in people’s access to improved sanitation facilities, while ensuring that such facilities are used and maintained properly and are fundamentally sustainable.

Specific Tasks
Specific tasks for achieving the objective under this assignment include the following:
  • Ensure close day-to-day coordination with the Ministry of Public Works (PU) as well as other involved national partners as concerns communal sanitation program implementation (SANIMAS, USRI, IDB) in all relevant IUWASH locations. This includes:
    • Clearly defining roles and responsibilities of each party; 
    • Undertaking planning exercises to ensure resources are applied appropriately and in the most effective manner;
    • Assisting PU in meeting related capacity building needs and requirements; and
  • Assist regional IUWASH personnel who are charged with the support of communal sanitation programs in their respective areas with: 
    • The establishment and maintenance of clear planning and coordination mechanisms at the regional and district/city level (serving as a key link between national and local levels); 
    • The development and implementation of capacity building plans to provide required training and follow-up support where required;
  • Related to the above, assist such personnel in the development and implementation of programs to support and ensure quality works performed by IUWASH service providers and grantees who have been contracted specifically to support communal sanitation programs. This will necessarily entail the development of clear plans for:
    • Overall program implementation by such service providers and grantees;
    • Addressing capacity building needs among such service providers and grantees;
  • Work in close concert with other IUWASH staff at the national and regional levels to ensure appropriate levels of BCC support (IEC materials, trainings in BCC, etc.), technical support that may be required, as well as
  • Develop and oversee programs for regular monitoring of program progress to ensure:
    • Accurate reporting;
    • Rapid identification/resolution of problems as they arise; and
    • That lessons learned are captured and available to inform future communal sanitation programming.
  • Attend and actively contribute to IUWASH internal coordination meetings, as well as IUWASH reports, publications, factsheets, newsletters, website information, etc.
  • Contribute to the development of an Urban Sanitation Promotion Toolkit that IUWASH will develop, as well as to other relevant project publications.
Qualifications
  • A bachelor’s or master’s degree in a relevant field such as environmental engineering, urban studies or similar area.
  • At least ten years of experience in sanitation programming, including demonstrated experience at working with PU and other national level partners;
  • Written and oral fluency in Bahasa Indonesia and the ability to understand, speak, and write Basic English.
  • Flexibility to work and travel outside of normal working hours, as may be required from time to time.
