The Raoul Wallenberg Institute Vacancy: Programme Officer, Jakarta

The Raoul Wallenberg Institute of Human Rights and Humanitarian Law is an independent academic institution established in 1984 in Lund, Sweden. The mission of the Institute is to promote universal respect for human rights and humanitarian law by means of research, academic education, and institutional development. The vision of the Institute is to be a centre of excellence meeting the highest international standards in all its fields of operation, contributing to the development of societies based on a human rights culture. In addition to research and academic education programmes, the Raoul Wallenberg Institute has since 1990 been implementing a wide range of human rights capacity development programmes for institutions in developing countries, mainly with the support of the Swedish International Development Cooperation Agency (Sida). RWI has conducted activities in Indonesia for more than 15 years, and established a Field Office in Jakarta in 2005. The office assists government institutions in promoting and strengthening human rights protection in justice sector institutions.

Summary: The Raoul Wallenberg Institute is currently seeking candidates for the position of Programme Officer at the field office in Jakarta, Indonesia.

The Programme Officer’s primary responsibilities are to ensure that RWI’s programmes and projects are planned, implemented and followed up on so as to achieve expected results enhancing the overall impact, quality and coordination of programme/project activities.

RWI is a registered international Non-Governmental Organisation with the Ministry of Foreign Affairs in Indonesia, and carries out human rights capacity building activities under a Memorandum of Understanding with the Indonesian Ministry of Law and Human Rights. The mainpartner of RWI is the Directorate of Human Rights while major projects are also implemented in cooperation with the Directorate for Correctional Services.
The Programme Officer would in particular be working with programmes targeting correctional facilities and juvenile justice.

*Essential Tasks and Responsibilities:

Reporting to the Head of RWI’s office in Jakarta and in accordance with relevant template and guidelines, the Programme Officer’s tasks will include: 
  • Manage and implement programme activities in cooperation with programme partners 
  • Drafting and monitoring budgets and work plans related to programmes 
  • Drafting agreements and contracts with partner institutions and external consultants 
  • Regularly assessing and monitoring programme developments and results 
  • Initiating and maintaining regular contact, as well as participating in meetings, with relevant authorities, organisations, donors, etc. 
  • For completed activities, preparing narrative reports to analyse the results of the respective programme activities carried out 
  • Assessing new programme opportunities within the mandate and priorities of RWI, and when relevant drafting proposals for new programmes 
  • Assist the Head of Office with translation between Bahasa Indonesia and English when necessary 
  • Perform other duties or project related work as assigned by the Head of Office 
  • The position involves travelling to programme sites in Indonesia to facilitate the implementation of project objectives and to assess and report on project developments and results. At times, the workload can be high.
*Requirements:
  • Master degree in law, social science or similar fields preferably with a specialisation in international human rights law 
  • A minimum of three years of relevant professional experience in programme management 
  • Work experience in an international organization and experience in international development programmes is an asset 
  • Experience from working with prisons and/or juvenile justice is an advantage 
  • Experience of results based management and knowledge of relevant monitoring and evaluation tools 
  • Native-level Bahasa Indonesia and excellent English communication skills
