Position Summary
Futures
Group is seeking a Senior Administrative Officer for an anticipated
USAID funded heath project in Indonesia. The purpose of the program is
to deliver rapid response and
support in the mobilization and onboarding of qualified individuals or
organizations to provide technical assistance as needed and requested by
USAID Indonesia’s Office of Health.
The Senior
Administrative Officer will be responsible for the development,
implementation and management of high quality operational procedures for
the project in Indonesia. The
Senior Administrative Officer will oversee all aspects of operations
support services including personnel, logistics, procurement, grants
management, finance, IT, planning and reporting.
Key Responsibilities
- Work closely with Chief of Party and USAID to help identify necessary personnel, activities, procurement and financial resources to deliver high quality program support services within the specified timeframes
- Oversee the management of the project office in Jakarta, including the management of technical advisers, ensures operations are well resources and operating effectively
- Prepare and ensure the timely delivery of reports and other documentation required under the contract with USAID and as directed by the Project Director
- Maintain an efficient and updated electronic and physical database / archives for all administrative and operational records as well as tracking tools relevant to recruitment and staffing, and other operational matters;
- Review needs and quality (effectiveness, compliance, etc.) of different operational systems (policy, procedure, etc.), tools (database, tracking, etc.) and materials, as well as making the appropriate follow up for improvements.
- Develop and maintain relationships with key decision makers including client, government stakeholder, and subcontracting agencies
- Provide in-country leadership of the project in absence of the Project Director
Qualifications
- MBA or Masters’ degree in relevant discipline, e.g., public administration, finance, or international development.
- 10+ years of experience on similar projects and providing operational management support in multiple areas, including public health, capacity development work, and sub-award management.
- Proven ability to manage donor-funded programs in a developing country.
- Demonstrated skills in efficiently and effectively supporting the management of grants, including financial and technical oversight, and experience in supporting capacity building of financial and administrative areas
- Strong interpersonal, writing, presentation, and organizational skills are required.
- Demonstrated problem solving, analytic, financial, and evaluative skills.
- Experience with rules and regulations of USAID-funded projects highly desirable
- Professional and mature demeanor and conduct, especially during interactions with the client.
- Fluency/proficiency in Bahasa Indonesia highly desirable
- Indonesian national highly desirable
