The SCPP is a large Public Private Partnership (“PPP”) in Indonesia which has started in January 2012. The Program is financed by the Swiss Secretariat for Economic Affairs SECO, The Sustainable Trade Initiative IDH, the Embassy of the Kingdom of the Netherlands, and five Private Sector Companies from the cocoa sector for the duration from 2012 – 2015. The Program works directly with 60,000 cocoa farming households in six Indonesian Provinces to improve farm productivity and livelihood conditions.

The MRM Manager is responsible for the management of Program Monitoring, Result Measurement, and Evaluation activities. This includes, but is not limited to, the organization and management of data collection, surveys, analysis and validation of MRM data and information, compilation of Program activities and results, provides information into reports, and supporting the Head of Support Services and the Regional Managers with periodic Program reporting.

For our Sustainable Cocoa Production Program (SCPP) in Indonesia, we are looking for a

Monitoring & Result Measurement, and Public Relations (MRM and PR) Officer

Overall Task
  • Under direct supervision of SCPP Regional Manager and in coordination with Monitoring and Result Measurement (MRM) Manager of SCPP in Jakarta, Programme teams at the regional office and districts, the MRM and PR Officer will be responsible for tracking results and applying SCPP monitoring, reporting, public relations, and knowledge management arrangements are in place and implemented to meet project indicators in a timely manner.
Task, Authority, and Responsibility
60% of time allocated for monitoring and result measurement with the following tasks:
  • Ensure the quality of SCPP database, this may entail to undertake regular field visit to validate data, data cleaning activities, provide training for field facilitator on data collection, etc. 
  • Assist the Database and MRM officer to prepare project data set for reporting needs.
  • Assist the database and MRM officer to maintain SCPP data against outcomes and outputs and properly filed.
  • Monitor the data collection activity such as for baseline, post line, and end line Assist Regional Manager to draft annual work plan.
  • Develop a field monitoring plan based on target indicator sets and undertake periodic field and desk monitoring of SCPP activities to validate data.
  • Draft all reporting requirements of the regions.
  • Draft a consolidated monthly report from all districts within the region to be submitted to MRM Manager.
  • Collect means of verification in timely manners and filed them properly.
  • Work with Technical experts and consultants during the development and design of new activities and identify relevant to MRM.
  • When necessary, undertake research and analysis of information and data for SCPP.
30 % of time allocated for public relations and knowledge management with the following task:
  • Produce public relations materials, and when needed, edit and layout reports and other promotional material, and assist with planning, publicizing, and carrying out special events; 
  • Coordinate and manage the preparation of human interest stories with relevant program team, beneficiaries or other beneficiaries.
  • At regional level, develop relationships with journalists, publications, and other stakeholders with a view to promote SCPP works in Indonesia.
  • Act as focal point to collect and store knowledge products, publications, photos, and other public relations materials.
10 % of time allocated for any other task required by the project.
 
Communication, Supervision, and Report
  • The MRM and PR Officer is supervised by Regional Manager. 
  • The incumbent shall coordinate regularly with MRM Manager, Program Officers and field staff to ensure data accuracy and validation. 
  • Assist the Regional Managers and Program Officers to ensure that they are aware of progress towards targets and indicators;
  • Provide regular progress reports to the MRM Manager
  • Coordinate with the PR and Media Manager to ensure accurate and up-to-date information is available for SCPP marketing purposes
Duties Applicable to all staff
  • Actively work towards the achievement of the Program’s overall goals.  
  • Abide by and work in accordance with the Swisscontact code of conduct. 
  • Undertake any other work-related duties and responsibilities that may be assigned by the SCPP management.
Skills/knowledge
  • Degree in Statistic, social science, international relations or management (research and methodological experience encouraged)
  • Strong data analysis ability.
  • Experience in the use of both qualitative and quantitative methods and approaches to MRM
  • Ability and experience to engage with key stakeholders and technical experts
  • Excellent written and spoken Indonesian and English.
  • Demonstrated ability to deliver high quality outputs on time
  • Good interpersonal skills and commitment to working in a team.
  • Ability to work independently and in a team environment.
Experiences
  • Minimum of 2 years’ experience working in MRM and/or communication, knowledge management
