Recruitment [PPPI] Public Survey - Individual Consultant

Program :  Improving Ministries and Agencies Website for Budget Transparency

Is a 2-years program that implemented by a consortium consisting of: Komisi Informasi Pusat, the Masyarakat Transparansi Indonesia (MTI), Vivanews, LP3ES, FITRA, and coordinated by Paramadina Public Policy Institute (PPPI) a think tank under Paramadina University.

The opened position is :

Consultant for Public Survey - Individual Consultant. 

Duties and Responsibilities
  • Retrieve the list of information requests from the PPID (Pejabat Pengelola Informasi dan Dokumentasi) at the ministries and government agencies. 
  • Define the list of survey respondent based on the list of information requesters. 
  • Complete a review of perception and satisfaction, of the ministries and agencies, from information requesters. Analysis should include reference to methodology, tools, checklists, and questionnaires sheets that contain technical and/or non-technical criteria. 
  • Collect the list of information requester from the 20 ministries and agencies, that refer to expert review results. 
  • Facilitate/conduct a review of perception and satisfaction, from the ministries and agencies’ information requesters (respondents). 
  • Process perception and satisfaction review from respondent. 
  • Consult the result with the Project Manager. 
  • Prepare a ranking of the top ten ministries and agencies, in terms of service.
Qualifications : 
  • Experience and skills as an online/IT/digital/communication individual consultant. 
  • Experience in public survey methodology and data processing. 
  • Academic degree in online/IT/digital/communication. 
  • Good relationship with government ministries and agencies. 
  • Open-mindedness and creativity. 
  • Wide network within and respect from the internet community
  • Good understanding of collaborative actions between information technology and society, especially in the Indonesian context. 
  • Good understanding of the information gap between government agencies and the public. 
  • Good understanding of the implementation of Undang-Undang Keterbukaan Informasi Publik (Public Disclosure and Transparency legislation) in Indonesia.
