Project Description:
The project will provide specialized, high-level technical assistance to USAID, USAID-funded programs, the GOI (e.g., the Ministry of Health (MOH), National AIDS Commission, Indonesian Commission for Hospital Accreditation, the Office of the Special Envoy for the MDGs, etc.) parastatal organizations (e.g., Eijkman Institute), sub-national government (e.g., district health office), non-governmental organizations (NGOs), civil society organizations (CSOs), academic institutions, and other research institutes as required. The project will provide health technical assistance in support of the goals and objectives of USAID Indonesia and the GOI in the context of the new CDCS strategy in which USAID and the GOI are partners and co-investors in development.

Job Summary:
The multiple Technical Health Specialists positions are consultancy positions with the potential for short and long term assignments throughout Indonesia. The Health Technical Specialists will be responsible for high quality performance on all consultancies and full compliance with USAID rules and regulations. The Technical Health Specialists must have experience in one or multiple specializations in health including: maternal and neonatal health; child health; nutrition; breastfeeding; epidemiology; evaluation; health information, monitoring and disease surveillance systems; research methodologies; biostatistics; reproductive health; sexually-transmitted diseases; HIV/AIDS; tuberculosis; influenza; microbiology; emerging pandemic threats; neglected tropical diseases; writing and editing health reports; health financial and organizational management; strategic planning for health organizations; health curriculum development; gender; social science research; social marketing, organizational capacity building, civil society development, and health communication.

Responsibilities:
Illustrative Tasks/Responsibilities of the Health Technical Specialist:
  • Provide technical assistance in various locations throughout Indonesia according to scope of work agreed upon with Project Director and USAID/Indonesia.
  • Represent project, coordinate closely and report to Project Director to ensure outstanding performance on short and long term consulting assignments.
  • Ensure exceptional quality of written reports to Project Director and USAID.
  • Potential to develop tools, implementation strategies and provide training.
  • Ability to travel to various locations in Indonesia required.
Qualifications:
  • Indonesian nationals are strongly encouraged to apply.
  • Bachelor’s degree from an accredited four-year institution required.
  • Fluency and/or proficiency in English and Bahasa Indonesia.
  • A minimum of seven years of demonstrated experience in international development, at least three years of Indonesia country experience required.
  • Demonstrated knowledge of United States (U.S.) Government rules, regulations, policies, and procedures. Prior experience with USAID highly preferred.
  • Demonstrated broad knowledge of current global public health program priorities and approaches required.
