Background
The purpose of the ASEAN-U.S. PROGRESS project is to help ASEAN implement its vision of a Southeast Asia living in peace, stability, and prosperity by enhancing ASEAN’s ability to advance good governance and political-security cooperation, improving its capacity to promote equitable and sustainable human development, and increasing the capacity of the ASEAN Secretariat.


The project is funded by USAID/Bangkok and works in close collaboration with the USAID Mission in Indonesia, the ASEAN Secretariat (ASEC) and other ASEAN institutions. With its main office located in Jakarta, the program implements activities and events in all ten ASEAN Member States.

Summary The Operations and Finance Manager will assist the Deputy Chief of Party with the administrative, financial and grants management of the project in compliance with applicable USAID and DAI rules and regulations. The selected candidate will be responsible for the implementation of DAI policies and procedures described in the Field Operations Manual, the Schedules of Authority, as well as other management tools used by DAI. He/she will maintain regular communication with the Chief of Party (COP), the Deputy Chief of Party (DCOP) and DAI/Bethesda on all administrative, financial and grant issues.
Specific duties and responsibilities are detailed below.
Duties
  • Financial Management and Accounting. 
    • Oversee the preparation of activity budgets and serve as a resource to technical staff in developing cost estimates for program activities; 
    • Assist the DCOP with the overall monitoring of the project budget and spending,  generate budget projections, and address any under or over spending with the DCOP in a timely manner; 
    • Supervise the Accounting team and ensure timely and accurate submission of accounting data to DAI/Bethesda; 
    • Ensure that all project expenditures are booked according to DAI and USAID rules and regulations; alert the Supervisor to any problems or concerns in regards to project finance.
  • Personnel and Human Resources.
    • Implement local personnel and human resource policies (recruitment, salary negotiations, hiring, performance management, benefits, etc.) in compliance with DAI and USAID rules and regulations;
    • Serve as the Indonesian specialist on personnel and human resource issues with additional counsel, when necessary, from the local legal advisor and DAI/Bethesda;
    • Conduct regular training for PROGRESS employees on policies and procedures, record keeping, security, management information systems and other topics; 
    • Ensure that personnel issues are handled according to DAI and USAID rules and regulations; alert the Supervisor to any problems or concerns in regards to human resources.
  • Procurement.
    • Supervise the Procurement staff in the implementation of project procurement (solicitation, evaluation, purchase orders, subcontracts, etc.) in full compliance with DAI and USAID rules and regulations; alert the Supervisor to any problems or concerns in regards to procurement. 
    • Maintain procurement files (paper and electronic) in accordance with DAI requirements.
  • Grants. 
    • Supervise the Procurement staff in the implementation of the grants program in full compliance with DAI and USAID rules and regulations; alert the Supervisor to any problems or concerns in regards to grants.
    • Maintain grant files, both paper and electronic, in accordance with DAI requirements.
  • Administration.
    • Oversee the administrative and record keeping practices of the project in full compliance with DAI and USAID rules and regulations; alert the Supervisor to any problems or concerns in regards to project administration.
    • Continuously evaluate office systems and provide recommendations to the DCOP on suggested changes and improvements.
  • Other. 
    • Contribute to project reports and deliverables as needed; 
    • Assist in the organization of project events, activities and meetings as needed; 
    • Perform other tasks as required.
The Operations and Finance Manager will be based in Jakarta, Indonesia. S/he will report to the Deputy Chief of Party.

Qualifications
  • BA/BS in finance, business administration, public administration, economics, or other relevant field is required; Masters highly desired.
  • Five years of experience working on donor-funded projects in a related role with supervisory experience.
  • Strong interpersonal skills with the ability to engage with a wide range of organizations, beneficiaries, and related parties.
  • Experience working on USAID-funded or other donor projects is preferred. 
  • Working knowledge of USAID operations, policies, and procedures, FAR regulations, and DAI operations policies and procedures (e.g. procurement, local subcontract agreements, etc.) preferred. 
  • Experience in program operations, including procurement of goods and services, facilities management, travel and logistics, and/or subcontracting required.  
  • Fluent written and spoken English and Bahasa Indonesia is required.
