Coordinator – Legal Identity
Background
The
Australia – Indonesia Partnership for Justice (AIPJ) is a five year
program funded by Australian Aid with a current closing date of December
2015.
The
strategic focus of AIPJ is on realizing the rights of all
Indonesians, in particular poor women, vulnerable children and people
with disabilities. Building on the successes of previous Australian law
and justice programs, AIPJ focuses on the following rights:
- Legal identity (birth, marriage and divorce certificates) as one precondition to realising basic economic and social rights, such as education and health care;
- The right to fair proceedings which are independent and impartial, fast, consistent, affordable, and accessible; and
- The right to legal information.
AIPJ
approaches realizing rights by working in partnership with key
government institutions (the supply side) as well as civil society and
local communities (the demand side), and the intersection between the
two. It does so through seven operational programs: legal identity,
court reform, legal aid, legal information, and anti-corruption, civil
society strengthening and disability inclusion. These programs operate
at both the national level, where decisions are made, and the
sub-national level, where lessons from the field can inform national

The
legal identity
program aims to increase the number of women, children and people with
disabilities who receive legal identity (birth certificate, marriage
certificate or divorce certificate) to facilitate their access to public
services, such as education, health and social assistance programs.
For
this purpose, the legal identity program is partnering with the Center
on Child Protection University of Indonesia (PUSKAPA UI) and Civil
Society Organisation PEKKA. The program began with a Baseline Study on
Legal Identity, which found that the main barriers to obtaining legal
identity documents are cost, distance to the nearest services, complex
procedures and lack of knowledge on the importance and how to obtain
legal identity documents.
Duties
The
Coordinator –
Legal Identity will support the Lead Adviser – Legal Identity to
effectively implement the program’s work so as to achieve quality
outputs and end of proram outcomes. A specific focus of this role will
be coordinating the funding agreements with key Legal Identity partners
and building their capacity in project and operational management.
In
performing his / her duties and responsibilities, the Coordinator will
report to the Deputy Team Leader (day to day reporting) and work closely
with other AIPJ team members and relevant partners, stakeholders and
contracted service providers.
In performing
his/her duties and responsbilities, the Coordinator will:
- Coordinate the AIPJ program management cycle for key legal identity components including planning, implementation/performance management, review and evaluation
- Coordinate the day to day management of key legal identity funding agreements, specifically PUSKAPA UI and PEKKA
- Work with the AIPJ Grants and Contracts team on Legal Identity agreement amendments, performance managment and risk management as required
- Work with AIPJ Finance team on Legal Identity program budget, expenditure forecasts, agreement financial performance and risk management as required
- Coordinate with other legal identity team members including Activity Coordinators, Coordinators and Senior Advisers on implementation.
- Coordinate and monitor the Legal Identity program budget and expenditure
- Coordinate inputs for AIPJ reporting - the six monthly and annual program report, other news updates and activity reports to AIPJ management and DFAT;
- Participate in program planning, including the development of annual plans and budgets;
- Ensure compliance with DFAT Australian aid policies on fraud, child protection and other safeguards requirements
- Build the capacity of partners in project and operational coordination and management.
- Maintain and foster strong relationships and partnerships with program partners and stakeholders, especially those involved in program implementation; and
- Perform other relevant duties and responsibilities that support the Legal Identity program and AIPJ.
Selection criteria
- 3 years minimum experience working in an international development (aid) program/project in a relevant role
- Excellent project management and coordination skills
- Effective verbal and written communication skills with a range of audiences
- Fluency in Indonesian and English
- Intermediate/Advanced level skills in Microsoft office software specifically – Word and Excel
- Relationship and interpersonal skills of a high level, with demonstrated ability to work collaboratively
- Undergraduate qualifications in project management, social sciences, law, justice or international development or other relevant areas will be highly regarded.
