Village Governance Specialist – Technical Support Facility
Introduction and BackgroundThe Australia Indonesia Partnership for Decentralisation (AIPD) is a five-year program providing technical assistance and capacity building support to local governments and civil society to better manage public resources, leading to improved service delivery and reduced poverty.
AIPD works with GOI and civil society partners to improve local governments’ capacity to manage their own resources - to prioritise, plan, budget for and implement their responsibilities in health, education and infrastructure.
AIPD supports both “supply” (national, provincial and local government) and “demand” (civil society) side stakeholders, by providing technical assistance and capacity building based on demand from local partners, and utilising local expertise and institutions. On the supply side, the program works to help build capacity for improved budget planning and execution in provincial and district governments. On the demand side, the AIPD facilitates improved transparency and accountability and strengthens civil society engagement in budget planning and monitoring. AIPD works mainly through implementing partners.
Under AIPD, the Technical Support Facility (TSF) is a technical resource team working in the field of sub-national governance with specific skills in (i) public financial management and sub-national resource management; (ii) community level services; (iii) service governance; (iv) and (v) open government. As the DFAT program shifts its focus towards village governance, the team requires specific expertise in this area.
While based in Jakarta, the TSF supports the program across Indonesia, in East Java, NTB, NTT, Papua and West Papua. The village governance program will focus specifically in East Flores, Papua and West Papua.
PurposeThis newly created position will provide advice and lead coordination and technical input to the work of AIPD and the TSF in the area of village governance reform in Indonesia.

- Support AIPD’s community level activity implementation in Papua, West Papua and East Flores and other locations as opportunities emerge;
- Provide strategic oversight to ensure the alignment of AIPD’s activities with DFAT’s community level support and frontline service provision agenda;
- Ensure alignment of AIPD community activity with village law and implementing regulations;
- Support the possible transitioning of community level AIPD activities into the PNPM Support Facility post 2015;
- Provide quality control and oversight of implementing partners.
- Other duties as requested by Program Director associated with the work of the TSF and AIPD.
OUTPUTS
- Briefings and advice to the Program Director and team related to village governance
- Inputs to TOR for events and activities related to village governance
- Coordinated and coherent approach to village law reform
Liaison/REPORTINGThe position reports to the Program Director, and liaises with the TSF team and the TSF Executive Officer.
Qualifications/experience
Necessary:
Necessary:
- In-depth knowledge of DFAT processes and procedures
- Extensive working experience on PNPM program and close familiarity with PSF
- Understanding of DFAT’s community engagement strategic outlook
- Extensive experience working with local implementing partners
- Good knowledge of local government PFM processes
- Excellent relationship with GoI and other stakeholders working on community level support
- High level interpersonal skills, particularly in negotiation and communication in highly time pressured situations and with a diverse clientele;
- Very strong coordination skills;
- Very strong time management, organisation and administration skills;
- Basic understanding of AIPD and Australian Aid context: GoI, Public Financial Management, Service Delivery;
Desired:
- High level English language proficiency;
- Proficiency in MS Excel.
Timing/durationFull time contract, commencing as soon as possible.
