The ASEAN Foundation Vacancy: Human Resource Consultant, Jakarta

TERMS OF REFERENCE:  HUMAN RESOURCE CONSULTANT

BACKGROUND
The ASEAN Foundation (AF) was established in December 1997 by the ASEAN Foreign Ministers in fulfilment of the decision of the ASEAN Leaders. It is a non-profit ASEAN body under the ASEAN Charter and is mandated to promote greater awareness of ASEAN and greater interaction among the peoples of ASEAN, as well as their wider participation in ASEAN activities.
 
JUSTIFICATION
AF has undergone organizational changes since 2005 to address financial sustainability of the organisation with most recent one in 2011 where two posts were abolished.  In view of the development of the AF Strategic Plan 2014-2016 and its operating model, AF is looking for an experienced HR consultant or firm with experience working with regional not for profit organizations to develop its job descriptions and classifications based on AF operating model, review AF’s existing and compensation and benefits as well as updating AF’s Staff Regulations (Employee Handbook).
 
GENERAL OBJECTIVE
The role of the consultant is to provide HR management service to AF.  The consultant is to advice on human resources related issues by providing inputs for AF’s staffing and reward system of the organisation.

TASKS OF THE CONSULTANT
1.      Review all job description and provide classification of post for staff
2.      Review the existing compensation and benefits
3.      Review and update the ASEAN Foundation Staff Regulation (Employee Handbook)
 
EXPECTED OUTPUTS/DELIVERABLES
  • Job descriptions based on the Operating Model 
  • A salary band and scale for all positions in AF
  • Updated AF’s Staff Regulations based on the revised Financial Policy and Procedures of AF.
EXPECTED OUTCOME
A human resource system that can recruit, retain and reward staff members to deliver on the mandate of AF

TIME FRAME
The duration of the consultancy is 20 days from August to October 2014.
 
REMUNERATION/FEE
A lump sum quotation is required including fees and other relevant expenses. Payment is made on deliverables.

All interested parties to send quotation, stating the position “HR Consultant” with the following documents to recruitment@aseanfoundation.org – a) individual or company profile complete with the experience related to this bid and clients, b) time table on how the assignment will be carried out and completed with clear deliverables  c ) financial proposal specifying a total lump sum highlighting deliverables.
