PURPOSE:
The Country Director (CD) is the leader-manager for LWR’s office in Indonesia and the official spokesperson for LWR in the country. Her/his primary responsibility is to develop both short-term and long-term strategies for sustainable development, provide direction and vision to office staff and coordinate with peer international NGOs in alignment with LWR’s vision, values, and strategy. S/he plays a key role, working with other LWR Departments to link programs and partners to donor, constituent, and advocacy targets. The CD also has overall responsibility for ensuring that the office is efficiently and effectively managed according to policies and local laws.

Program Leadership/Partner Accompaniment

DUTIES AND RESPONSIBILITIES:
Program Leadership/Partner Accompaniment
- Provide leadership in developing and managing a program that is consistent with LWR’s organizational and country strategy.
- Provide technical assistance to LWR program staff in designing, implementing, and evaluating relief and development programs.
- Guide LWR’s accompaniment work and program staff in identifying, building, maintaining, and evaluating partner relationships.
- Work with LWR program staff to ensure the timely submission of complete, high-quality concept papers, proposals, progress, financial, audit and evaluation reports in accordance with LWR’s guidelines.
- Lead LWR Indonesia on distilling lessons learned from project and program implementation and the use of that information to improve practice.
- Work in close coordination with the Asia Regional Unit to ensure timely response to disasters and complex emergencies.**Team Leadership
- Oversee and develop a strong in-country team, organized around compliance and results. Ensure team learning and individual and team performance standards and accountability. Provide frequent feedback to, and support for, the country team.
- Identify training needs, and plan training opportunities for team members to enhance their skills and expertise.
Finance and Administration Management
- Assume primary responsibility for the safe, efficient, and effective management and administration of the LWR Indonesia office, and security of the office team.
- Ensure compliance with LWR policies and procedures around financial and administrative management, staff safety and security, and personnel policies.
- Develop and/or update in-country policies and procedures for personnel, finance, administration, and security and ensure compliance with Indonesian law
- Oversee the preparation and monitor implementation of the budget and cash flow for the office; ensure that generally accepted accounting principals are adhered to in areas including: (a) authority and approval, (b) proper documentation, and (c) physical security.
- Ensure that all restricted fund requirements are met in regard to compliance and allowable costs.
- Ensure that LWR Indonesia is legally authorized to operate as an International NGO and is in full compliance with the national laws of Indonesia.
Coordination and Representation
- Represent LWR on the ACT (Action by Churches Together) Forum and during drafting and implementation of Appeals. Coordinate non-appeal projects with ACT members to ensure non-duplication of efforts.
- Develop and strengthen relationships with Lutheran Churches and their related development agencies; consult with these institutions on development issues and activities.
- Develop in-country relationships with other international NGOs, multilateral institutions, donor organizations and USG agencies such as USAID/OFDA.
- Lead the continuation of the relationship with Kemenko Kesra and all relevant Government line agencies. Ensure LWR is in line with required monitoring and reporting, and the MOU is up to date.
Policy and Advocacy
- Keep abreast of, and report on, social, political, environmental, and economic trends in the Indonesia.
- In coordination with the Public Policy Unit, guide LWR’s advocacy work in the US by sharing timely information from partners and about developments in the country.
Documentation and Communication
- Lead development of communications and documentation plan for LWR Indonesia programs
- In coordination with Asia Regional team, lead production of quality documents for communication and marketing purposes.
Fundraising and Constituent Engagement
- Work with the Asia Regional team to develop an annual grant-seeking strategy and facilitate contacts between partners and funders based in Indonesia
- Support the development of proposals to donors in coordination with the Asia Regional team and NBD unit
- Coordinate with the External Relations Department on organization-wide fundraising, constituent engagement efforts, and related information
- Host Board and Constituent trips as requested
CORE COMPETENCIES/QUALIFICATIONS
- Deep commitment to LWR’s core values and ability to model those values in relationships with
colleagues and partners. - Post-graduate degree in social sciences or Bachelor’s degree with 8 or more years of experience in the nonprofit sector.
- At least 10 years’ experience with an international NGO with increased level of responsibility
- At least 5 years of direct financial management experience from multiple donor sources.
- Experience managing emergency response programming in country.
- Proven track record on effective leadership and management of diverse teams.
- Practical and intellectual familiarity and experience in Indonesia.
- Sound practical experience with country level strategy planning.
- Demonstrated experience in the design, management, implementation, monitoring, and evaluation of relief and development programs.
- Fluency in English with excellent verbal and written communication skills. Ability to communicate in Bahasa preferred
- Excellent interpersonal skills.
- Ability to travel up to 40 percent of his/her time.
