Position Summary
Futures Group is seeking a Budget and Finance Officer for a USAID funded health project in Indonesia. The purpose of the program is to deliver rapid response and support in the mobilization and onboarding of qualified individuals or organizations to provide technical assistance as needed and requested by USAID Indonesia’s Office of Health. 

The Budget and Finance Officer ensures that monitoring systems provide timely and relevant reports to support efficient, accountable implementation, and that internal controls, timely response to external or internal audits and other reviews are effective.

Key Responsibilities
  • Design and implement systems and procedures in compliance with Futures Group and donor standards, ensuring internal controls, timely response to external or internal audits and other reviews, and appropriate coordination with the home office.
  • Manage project finances to ensure effective use of resources in compliance with donor requirements.
  • Finalize and ensure compliance with project operations manual and administrative, procurement, employment and contracting processes.
  • Manage efficient, transparent grant disbursements and reporting.
  • Ensure financial monitoring systems provide timely and relevant reports to staff, including analysis and tracking of grant commitments, obligations, awards, and liquidations.
  • Help manage all start-up and close-out activities.
  • Ensure financial records organization, retention, and security.
  • Support independent audits as required.
Qualifications
  • Degree in finance, accounting, business administration, CPA, or other recognized professional accounting qualification.
  • Minimum of seven years of progressively responsible experience in accounting, auditing or financial management.
  • Demonstrated experience managing grants to research institutions and/or civil society.
  • Experience with USAID, and/or other donor regulations and procedures.
  • Knowledge and understanding of professional accounting principles, theories, practices, and terminology (private sector, governmental, and non-profit) and ability to understand accounting practices and procedures, to analyze data, narrative reports, and workload flow charts.
  • Ability to communicate effectively, both verbally and in writing, with partners, colleagues, and clients.
  • High computer proficiency, particularly in the Microsoft Office suite and accounting software programs.
  • Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe.
  • Ability to respond and adapt quickly to changing requirements and competing demands.
  • Experience with rules and regulations of USAID-funded projects highly desirable
  • Professional and mature demeanor and conduct, especially during interactions with the client.
  • Fluency in English is required. Fluency/proficiency in Bahasa Indonesia highly desirable.
