Mapping Supervisor - Jakarta
* Background *
DKI
 Jakarta is the 4th largest city in the world with over 10 million 
residents and millions more commuting to Jakarta for work each day. Due 
to Jakarta's low topography and proximity to major rivers, this area is 
very prone to flooding. Mitigating and preparing for flood related 
disasters is one of DKI Jakarta Disaster Management Agency (BPBD) main 
tasks. In order to understand the potential impact to communities, the 
BPBD DKI Jakarta needed to know where people live, the structures they 
use and potential evacuation areas and routes. 
In
 March 2012, the Jakarta Disaster Management Agency (BPBD DKI Jakarta) 
with support and technical assistance from the Indonesian Disaster 
Management Agency (BNPB), Australian Government, University of 
Indonesia, United Nations Office for Coordination of Humanitarian 
Affairs (UNOCHA), the World Bank and the Humanitarian OpenStreetMap Team
 worked together to map critical infrastructure and sub-village 
boundaries (RW) in the Province of Jakarta through OpenStreetMap. This 
data provided extremely valuable in the 2013 and 2014 flood seasons in 
Jakarta. 
After
 two seasons of use of the RW boundaries, BPBD DKI Jakarta would like to
 be able to display map data at an even more granular level using RT 
boundaries. A provincial level data of this nature does not currently 
exist though, so the data needs to be collected. Additionally there are 
tools missing for flood reporting that would assist BPBD DKI Jakarta to 
better record flood information. These tools and training can later be 
expanded to assist in wider use of InaSAFE and OSM for BPBDs in other 
urban areas prone to flooding.  
* Profile *
The
 Mapping Supervisor is responsible for overseeing the RT mapping 
program. This includes coordination with all project partners, 
supervising of mapping team, and coordinating the consultants both 
developing flood tracking software and evaluating crowdsourcing 
platforms. 
- Report activity progress monthly to all partners
 - Compose detailed workplan for mapping RT boundaries in Jakarta beginning with 30 pilot kelurahan and continuing to the entire city.
 - Directly supervise team of 6 recently graduated mappers and 1 quality assurance analyst through the entire project.
 - Work with BPBD DKI Jakarta to gather requirements for flood reporting software to be built by hired consultant.
 - Coordinate interviews/consultation of crowdsourcing expert in their evaluation of crowdsourced flood reporting/validation software
 - Ensure data collected and entered into OpenStreetMap is timely and accurate
 - Manage training of BPBD DKI Jakarta staff in use of new tools, OpenStreetMap and InaSAFE.
 
* Eligibility Criteria *
- At least 10 years professional experience in GIS and 3 years experience managing a GIS team
 - Undergraduate University degree with Geography or GIS focus. Masters level attainment strongly encouraged.
 - Previous experience managing a city scale data collection project
 - History of writing project plans and requirement documents
 - Proven history of managing data collection teams with a strong focus on high quality data
 - 10 years experience using GIS sofware. Experience using QGIS, OpenStreetMap and InaSAFE highly desired
 - Fluent in Indonesian/Ability to Work in English
 - Experience in disaster management, open data or open source strongly desired
 
* Practicalities *
This
 position is based in Jakarta, Indonesia with the primary place of work 
being at BPBD DKI Jakarta’s office. Currently the position is budgeted 
and approved for 6 months until the end of 2014.
