JFIT Coordinator

Background:
Under the overall authority of the Director of UNESCO Jakarta Office and direct supervision of the Science Coordinator/Deputy Director, and in close cooperation with the Programme Specialists and staff of the other Science units of the Office, the incumbent shall:

Duties and Responsibilities:
  • Coordinate and assist the “Funds-in-Trust Science Programme on Global Challenges in Asia and the Pacific Region” funded by the Japanese Government (JFIT/Science). The consultant will be responsible for:
    • Liaising with different units of UNESCO Jakarta Office, UNESCO headquarters and field offices, and IOC/WESTPAC Secretariat to ensure the development and smooth implementation of individual projects and of inter-sectoral activities related to JFIT/Science activities;
    • Maintaining close contact with donor institutions in the Japanese government, and provide reports and information to them in a timely manner at their request;
    • Liaising, as necessary, with other partners such as government counterparts and project partners, and National Commissions for UNESCO, partners in Japan and other countries in Asia and the Pacific region;
    • Providing administrative and financial assistance and advice, including assistance in the provision of oversight of all administrative and financial matters with regard to JFIT-funded projects in line with UNESCO’s administrative rules and regulations;
    • Working with the Science units of the Office in the planning, development, implementation and monitoring of JFIT/Science projects including writing of the background papers and providing technical support and advice as necessary;
    • Monitoring the implementation rate and communicating with the project officers, also facilitating timely discussions with the donor to get approval, if necessary, on possible re-programming of project activities and budgets; and
    • Promoting the visibility of JFIT/Science, through regular contributions to the UNESCO Jakarta Office’s website, office brochures, annual reports and other promotional materials.
    • Provide technical inputs on water, environment and sustainability science projects.
  • Deliverables for this task
Monthly progress report:
  • The achievements, implementation/progress and pending activities for the effective implementation of the JFIT/Science programme;
  • Overview of JFIT/Science projects, their implementation status, budget and time lines;
  • List of newly developed project proposals and their status; work done on partnerships and regional coverage of the programme
  • Communication materials (brochures, annual reports, etc.) on the JFIT projects and JFIT/Science programme, including an update for the UNESCO Jakarta website.
  • Technical reports/contributions to environment and sustainability science projects
Following up to the JFIT Annual Review Meetings. The consultant will be responsible for coordinating the development of meeting reports, note keeping and following up on recommendations and action points.

Deliverables for this task:
  • Draft report of the JFIT Annual Review Meeting (which includes meeting minutes, list of participants, list of resolutions, and follow-up points) to be completed after circulation within UNESCO Office, Jakarta, within seven working days after the meeting;
  • A final report of the JFIT Annual Review Meeting (which includes all meeting documents, and revised after input from all participants including MEXT and others) by one month after the meeting at the latest;
  • Draft minutes for all meetings to be prepared and circulated within five working days after the meeting at the latest.
Reporting and deliverables:
Monthly report and a final report to be submitted by end of contract. Minutes, other meeting documents, and communication materials to be submitted at the end of the contract period.

Working conditions and schedule:
The position will be based in UNESCO Jakarta office, and working hours shall be the normal working hours of the duty station (40 hrs/week, Mondays to Fridays).

Qualifications:
Education: An advanced university degree (Masters Degree or equivalent) in natural or social sciences from a recognized and reputable university, with knowledge on issues related to international cooperation and/or sustainable development.

Work Experience: At least 3 years of successful relevant professional experience as well as professional record in sciences sector and in programme coordination, preferably in governmental, intergovernmental, or non-governmental agencies. Significant experience in development work with an international organization is an advantage;

Languages: Excellent oral and written skill in English, in particular the ability to draft documents and express views in a clear and concise manner. Excellent working knowledge of Japanese is highly desirable. Good knowledge of Indonesian would also be desirable.

Other Skills: Strong communication and interpersonal skills, information technology, networking and negotiating skills. Knowledge of UN systems and procedures is an asset.
