The Knowledge Sector Initiative (KSI) program is a joint initiative between the Australian Government and BAPPENAS (The National Planning Agency) to improve the quality of public policies in Indonesia through the use of research, analysis, and evidence. The program seeks to achieve this by supporting the capacity building of think tanks, to improve the quality of their research to meet policy maker’s needs, improve systems and regulations in government to support research-based policymaking, and to develop effective models for procuring and using research to strengthen policies in education, health and social protection that will benefit the country’s poor. The program, projected to be 15 years in duration, began implementation in May 2013.

The overall goal of KSI is that Indonesia has the capacity to develop effective and socially accountable policies that meet priority development needs. Revitalizing the Indonesian knowledge sector is an enormous effort, well beyond the scope of any one agency or development partner. AusAID’s objective in supporting this program is to catalyze reform efforts by providing its partners with a framework and resources to drive a reform process. It does not do everything. Designing the program interventions required striking a balance between the need for a comprehensive approach to knowledge sector reform and realism about what can be achieved with limited capacities, resources, and timeframes. Nevertheless, analysis suggests that in Indonesia the time is ripe for launching this change.

The person selected for this role will have at least 10 years of policy and operational experience working in government, with donor-supported programs, and will have good links into the university and research sector in Indonesia. Candidates without at least 10 years of relevant experience will not be considered.

RTI International as the managing contractor for the Knowledge Sector Initiative (KSI) Project is seeking highly qualified candidates to fill the Program Manager position to be based in Jakarta, Indonesia.

ESSENTIAL Duties and Responsibilities:
  • Contribute to the design of activities supporting the knowledge sector in Indonesia
  • Work closely with the national and international staff to ensure that program objectives and work plans are clearly understood and are being implemented in accordance with agreed plans.
  • Manage implementation of program activities
  • Supervise program officers
  • Provide advice and support on critical program issues to Senior Advisors, including regular updates on policy debates
  • Represent KSI at relevant national and international workshops and conferences
  • Support stakeholder liaison with policy research institutes and government partners
  • Prepare work plans and reports of program activities
Required Qualifications:
  • A postgraduate degree in a suitable area that could include economics, law, science, social science, arts, or other relevant studies.
  • A minimum of 10 years' experience working in a senior role that demonstrates the individual's capacity to undertake this role and a track record of achieving high-level results and outcomes.
  • Experience in a policy sector in Indonesia, from government, university, think tank or NGO perspective, essential.
  • Demonstrated strong research and analytical skills.
  • Fully proficient in writing and speaking in both the English and Indonesian languages.
  • Superior communication and teamwork skills.
